當b累加到5那一次迴圈, 條件成立, 這個迴圈就直接返回while重新判斷b<=10. 之後b就永遠=5, if(a==b)永遠成立, 成為無限迴圈.

改成這樣就一樣了

【晏明強／台北報導】馬英九總統日前在國慶文告宣示「兩岸不是國際關係」引發綠營抨擊，今天他在國民黨中常會說明政府推動兩岸直航，挽救了台灣的航空業的成就時，又把目前兩岸航線與美國國內航線類比，再度引發爭議。馬說，國內航線因高鐵完全停頓，一家一家業者退出市場，國際航線也無法解決航空公司虧損，但因為政府推動兩岸直航，才把航空業救下來了，「這也是我到現在最感到欣慰的事」。

馬英九強調，美國的國內航線遠比國際航線繁榮，因為國內航點更多、消費力較強，「大陸跟台灣現在正是這樣一個關係」，目前台灣跟大陸間的航線，遠遠超過台灣的國際航線，如果台灣航空公司不飛大陸航線，不可能只靠國際航線生存下去。

國民黨中常會今天安排交通部長葉葉匡時報告交通重大施政成果。馬英九表示，他上任後兩岸通航，從本來完全沒有任何班機，只有零星假日包機，目前每周有670班，一天就有95班，不能不說是一個「小革命」。馬指出，他與航空業沒有任何私人關係，但台灣是海島須有航空、航海業，否則國家無法發展，當國際航線無法解決航空公司的虧損，政府推動兩岸直航挽救了航空業。

【黃仲明／新北報導】昨晚9時許，華江橋上往板橋方向一輛計程車，疑似因為路況不熟，撞上中央分隔島後翻覆至對向車道，整輛車隨後起火燃燒，所幸駕駛與其他2名乘客及時下車逃生，3人分送至北市馬偕醫院以及和平醫院治療，並無生命危險。有民眾行經該路段時，目睹事故的發生，車上行車紀錄器也拍下翻覆瞬間的驚險過程。

（軍聞社記者李一豪臺中十七日電）國防部今天表示，總統馬英九先生晚間前往空軍清泉崗基地主持「中部地區國軍重要幹部分區座談」；總統對於國軍為臺灣安全所做的犧牲與奉獻表達肯定，並嘉許官兵平日戮力戰訓本務、堅守崗位的辛勞。

　「中部地區國軍重要幹部分區座談」今晚在空軍清泉崗基地舉行，馬總統在總統府楊秘書長、國安會陸副秘書長、國防部長嚴明及參謀總長高廣圻上將等人陪同下，與第五作戰區、金、馬、澎防衛指揮部等單位重要幹部舉行座談，聽取有關部隊備戰訓練、募兵政策推動等意見。

　總統表示，今年七月「洪案」發生後，社會各界對於國軍的批評與指責未盡公平，他相信絕大多數的官兵都是奉公守法、克盡職責。他期勉國軍要虛心檢討、澈底改進，在發生重大事件時，應誠實面對、及時處理，對於家屬的抱怨，外界的質疑尤其要主動說明、積極澄清，「不怕家醜外揚」是處理危機事件的基本原則。

　總統指出，「軍事審判法部分條文修正案」已在八月十五日正式實施，現役軍人在承平時期觸犯「陸海空軍刑法」，都由一般司法機關處理，但是陸海空軍刑法並沒有改變，官兵若是涉及軍事方面犯罪，既使在司法機關還是可以適用，唯一改變的只是審判機關不同，而審判機關的改變，可以提供更多的人權保障。國軍隨著相關法規的修訂、觀念的溝通與作法的改變，在保障軍中人權時，也可兼顧國軍的紀律與效率，未來只要貫徹執行，相信必定能讓國軍更加精實進步，並契合社會的脈動。

　對於「募兵制」的推動，總統強調「募兵制」是政府重要的國防政策，尤其義務役的役期不到一年，扣掉二個月新兵訓練，士兵到部隊的時候只剩下十個月不到的役期，剛剛訓練成熟就退伍了，對部隊的戰力影響非常地大；「募兵制」的推動，可以幫助我們建立「小而精、小而強、小而巧」的國防勁旅，且「募兵制」可使青年學子提前生涯規劃，擴大國家人力資源彈性與效益，提昇國家競爭力。

　總統指出，近年來，因為金融海嘯再加上歐債的問題，使政府財政一直不是十分充裕，外界有時會抱怨我國預算沒有達到GDP的3%，但是當重大軍售案通過時，政府都會在預算方面補足，行政院也盡可能滿足國防部在預算方面的需求，例如，今年預算在財政緊縮下，行政院仍務實考量國防施政，配賦預算3,217億元，使國軍能充分運用在「募兵制」實施後的各項法律義務支出、主戰裝備妥善率維持，以及籌建「創新／不對稱」戰力，進而彰顯自我防衛決心。

　總統強調，六十年來國軍為臺灣安全所做的犧牲與貢獻，值得國人肯定與尊敬。他期勉國軍官兵面對挫折與考驗，要虛心檢討、改進，千萬不要氣餒，並且以具體的行動，重新贏得國人的信賴，進而恢復國軍的榮譽與形象。
