效力老虎隊短期1A的左投羅華韋今年自請離隊後，還未停止旅外夢，他希望能在東亞運投出名聲，轉戰日本職棒。

羅華韋赴美3年，今年遇上球隊因分發沒有缺額，將他下放至延長春訓，不被重用的感覺，澆熄他繼續留在小聯盟打拚的熱情。

他說：「我覺得在美國投得不錯，但都只能在牛棚待命，感覺像是填補球隊空缺的人，3年了還是沒達到自己設定目標。」他建議學弟去美國要考慮清楚，若非簽約金高的明星球員，球團較不會重點栽培。

羅華韋返台後先回到開南大學完成學業，經紀公司也為他安排日職測試機會；羅華韋是東亞運先發人選之一，自8月加拿大挑戰賽返台後，微調投球姿勢，「在美國先發頂多5局，中華隊先發局數較長，調整投球姿勢，可省點體力。」他將在今天最後一場熱身賽先發。

同被列為先發人選的楊志龍，昨天在模擬賽登板，不時以直球對決，幾次都讓打者揮空。他說：「前陣子有微調投球動作，但不太習慣，最近又改回原本動作，狀況越來越好。」

先前曾被投手教練謝承勳點名須增加變化球比例，楊志龍不改率性地說：「變化球能力比較差，只能以直球對決。」他的直球最快球速為147公里，不過進壘時會上飄，打者反而無法確實攻擊，成為他的另類武器。

紅葉少棒明天將飛新加坡，參加南亞盃國際少棒邀請賽，這也是紅葉少棒首次披上中華隊戰袍出征，球員們興奮不已。 記者施鴻基／攝影

名聞全台的台東紅葉少棒隊明天將披掛中華隊戰袍，到新加坡參加南亞盃國際少棒邀請賽，球員昨仍冒雨練習，目標直指冠軍盃。

校長蔡清賢說，這次紅葉少棒隊是由紅葉、卑南國小兩校球隊小將合組隊伍出征，將鎖定強敵日本，希望重現45年前的榮譽，重現紅葉少棒一舉擊垮當年獲得世界少棒冠軍的日本關西聯隊。

「45年前，紅葉少棒代表出賽，也沒穿上中華隊的制服。」蔡清賢說，這次參加新加坡的南亞盃比賽，紅葉少棒將第一次披上中華隊的戰袍，意義很重大。

蔡清賢說，45年前，紅葉少棒迎戰日本關西聯隊，以7A比0的成績獲勝，帶動全台棒球運動，迄今不歇，當年的少棒隊員，如今都已成為祖父輩，如今的紅葉少棒小將，都是第一代紅葉小將們的孫子輩。

蔡清賢表示，紅葉少棒隊受邀參加南亞盃少棒賽，明天將飛往新加坡，迎戰日本、關島等18支球隊；這次南韓未參加，最強的對手應該是日本隊，加上東南亞球隊有許多日本裔球員，意義和45年前略為類似。

他說，最大的遺憾就是紅葉國小球員人數不足，無法自成1隊，差點被迫放棄，幸好卑南國小願意幫忙，出了一半的球員，連日來2隊球員培養默契，希望能打出漂亮成績，能捧回冠軍盃。

昨天山區降雨，球員們依然冒雨練習。小球員說，第1次要搭飛機出國，非常緊張又很期待，希望可代表國家，打贏每一場比賽，小將們信心滿滿表示：「我們不會輸給阿公他們那一代！」

【莊淇鈞／新北報導】新北市板橋區江翠國中進行的「游泳池共構停車場建案」，因需移樹，導致發生許多抗爭活動；今年5月工地遭縱火，加上日前工地內的怪手又遭縱火，一度讓警方懷疑縱火案跟護樹活動有關，但經新北市警方成立專案小組多日追查後，已經排除跟護樹活動相關。
 
警方表示，這2起縱火疑有高度的關連性，傾向建商私人糾紛縱火調查，目前已從監視器掌握縱火嫌犯的影像，並鎖定特定對象，只等待鑑識結果出爐後，將展開涉案相關人的約談，目前全案仍擴大偵辦中。

【徐珮君／台北報導】行政院長江宜樺下午主持「國際經貿策略小組」會議，聽取第一階段經貿自由化的整備工作。江表示，《兩岸服務貿易協議》是各國觀察台灣是否有決心加入區域經濟整合的重要指標，他期盼立法院能儘速通過服貿協議，同時也要求相關單位加緊腳步，希望能在年底前完成台星ASTEP的簽署。

為加速推動我國國際經貿自由化，行政院相關部會將以兩階段完成法規及市場開放的整備工作，預計在今年底前完成。江揆指示，未來應朝向有助促進貿易便捷化、有利產業發展及擴大吸引僑外投資等項目優先積極推動辦理；針對可能受市場開放影響的行業，也要求各部會加強對個別產業溝通，同時注意大型企業與中小企業之利益。

新北市陳小姐機場申請晶片護照，因為外交部作業不及導致無法趕上航班，讓陳小姐不滿自己的待遇與副總統吳敦義差很多。對此外交部2日表示，AIT網頁上有關免簽授權許可作業就接近72小時，因此民眾勿嘗試在登機前臨時申請、趕辦美方授權，以免無法準時搭機。

媒體報導，陳小姐上個月30日準備前往飛美國進修，到機場才知美國免簽證，不過要先辦晶片護照、上網登錄，她在航空櫃台與航廈間奔波並詢問領務局，但對方卻回應「來不及」、「人很多」、「要等到下午兩點」，要她回台北辦，導致最後錯過航班。

外交部表示，美國免簽證計畫（VWP）入境美國的要件，必須持有效期的新版晶片護照，赴美目的為觀光或商務，停留時間為90天內，且事先要經由「旅行授權電子系統」（ESTA）授權許可者，始可適用。

外交部表示，根據美國在台協會（AIT）網頁上所載，授權許可的作業時間，就可能需要72小時，因此外交部建議民眾勿嘗試在登機前1至2小時，才前往桃園機場辦事處申換晶片護照，並趕辦美方的授權許可，以免無法準時搭機。

外交部強調， 外交部領事事務局提醒國人於出發前應檢查護照是否有6個月以上效期，若擬前往美國者，須確認所持護照為晶片護照始可適用免簽證待遇，若非觀光或商務目的者，須及早向美國在台協會申請與赴美目的相符的簽證，以免影響個人權益。

美國聯邦政府部分停止運作，外交部1日晚間表示，根據我方初步了解，目前機場運輸與海關服務依舊照常，往返美國的短期旅客及僑胞不會受到影響。

美國政府目前已接獲命令在台灣時間1日中午12時暫時關門歇業，主因是美國兩黨民主黨和共和黨未能在預算案達成妥協，盡管總統歐巴馬出面喊話，但白宮管理及預算局（OMB）仍下令聯邦政府部會依照預定計畫、停止運作，這也是美國近17年來，首度出現政府機關停止運作。

外交部晚間表示因應美國聯邦政府於美東時間本（102）年10月1日起部分關閉停止運作，外交部刻密切注意美國相關情勢發展，與美方、駐美代表處及美國在台協會（AIT）均保持密切聯繫。

外交部表示，據初步瞭解，美國機場運輸與海關相關服務照常運作，短期內台灣旅客及僑胞往返應不致受到影響，此外國務院未宣布停止護照及簽證申請等服務；另外美國在台協會也將持續提供各項對台灣民眾的領事服務。

外交部強調，未來會持續密切觀察後續發展，提供最新消息讓民眾參考瞭解。外交部在這段期間與美國政府在華府或台北的日常業務聯繫，也將持續進行，不會間斷。

台聯黨團副總召黃文玲要求衛生福利部，保證不開放陸醫來台就職及採認中國醫事學歷等；衛福部醫事司長李偉強說：「絕不開放、也不考慮」。

根據中央社報導，衛福部曾在9月25日召開「醫療保健服務業住院醫師適用勞動基準法」會議，討論如何解決台灣醫護人員超時工作等問題，在增加輔助人力的部分，提到可從國外招募醫師，並開放中國醫師到台灣就職及認同中國醫事學歷等，

台聯黨團總召集人許忠信，在立法院舉行記者會時表示，認為就算是初步研擬階段，此舉也不可行；與會的台聯黨團副總召黃文玲說，台灣醫學系學生訓練嚴謹，中國醫師採認方式比台灣寬鬆，相關技術也比較不足，希望衛福部能夠保證，絕對不開放。

李偉強在會中表示，衛福部是在討論題綱列出過去曾討論選項，讓與會者知道；當天會議也澄清，絕不列為選項，這些都違反現在政策，衛福部絕不採認。

 信義派出所昨天通知運將到案說明，他說平時開車很小心，要不是眼睛受傷也不會肇事，警方告誡說「賺錢有數，性命要顧！」何況載客作生意，安全不容輕忽，這樣不是賠更多錢嗎？趕快把眼傷治好再上路吧！
