新加坡8月非石油出口意外下滑，因電子和非電子產品出口雙雙萎縮。

新加坡國際企業發展局（IES）17日公布，8月非石油出口較一年前大減6.2%，是連續第七個月萎縮，減幅大於7月的1.9%，也遠不如道瓊訪調分析師預估的成長2.4%。

經季節調整後，8月出口月比減少6%，減幅仍大於7月的1.8%，也不如分析師預估的成長0.5%。

新加坡對第二大出口夥伴歐盟的出口，較一年前劇減20.8%，對美國出口也下滑6.7%，但對最大市場中國大陸的出口則成長15.3%。

電子產品出口較去年同期減少9.2%，減幅較7月的11.1%縮小。非電子產品出口則萎縮4.7%，不如前月的成長2.9%；其中，製藥出口銳減31.1%，延續7月出口陡降32%的頹勢。

【綜合報導】台南女子斷頭分屍案第五天，雖然陸續有民眾前來指認，但多數被排除，警方只知遇害女子年約25-45歲、長捲髮、門牙往內暴，但身分遲遲無法確認 ，案情陷入膠著。因此警方目前只能從支解手法和屍塊特徵找線索。

警方發現，目前已經尋獲的屍塊，兩根斷臂雙掌10根手指都被平整斬斷，頭顱被塑膠袋層層包裹，最外層是超商塑膠袋，裡面有兩層黑色塑膠袋，最內層則是用枕頭套包住。而屍塊會被發現，是有因名婦人在上周三出門遛狗，小狗叼回一根肉骨頭，一看居然是人的手臂，嚇得趕緊報警，警方出動找到另一隻手臂，後因無所獲，再度派出當初發現屍塊的靈犬胖胖，又找到頭顱。為了尋找更多跡證，警方甚至還抽掉在屍塊發現地附近魚塭的水，但仍無所獲。警方分析，兇嫌分屍又斬斷10根手指，意圖破壞警方比對指紋機會，但國內女性有機會做指紋建檔的，除了有前科的人，就是外籍配偶和陸配，或是外籍勞工，目前這也是警方的清查重點。

警方也懷疑，死者可能是分屍後被掩埋，在前一波大雨的沖刷下，裝著部分屍塊的麻布袋露出地表，再被狗叼出才曝光，因此在17號下午也動員上百警力，繼續地毯式搜索，但仍沒有找到任何可疑物體。

「華爾街日報」（WSJ）報導，在國際貿易中廣泛使用人民幣和日圓，可加強亞洲經濟穩定性，在處理當地危機時更具影響力，也可降低對美元的依賴。

這是亞洲開發銀行（ADB）首席經濟專家李昌鏞（Changyong Rhee）和報告共同撰稿者得到的結論。他們彙製的報告檢視全球金融安全網和區域性協議之間的互動，來避免危機或至少將嚴重性降到最小。

李昌鏞在發表這份報告前接受華爾街日報訪問時表示，東亞的危機基金清邁協議（Chiang Mai Initiative）應該考慮分散投資組合，可投資美元以外的貨幣，像是日圓，甚至人民幣。他表示，在亞洲多使用雙邊匯率互換來結算貿易和發行債券，對中間目標有好處。

這份報告預定於下個月發表，共同撰稿人有歐洲理事會（European Council）主席的顧問瓦里（Shahin Vallee）和亞銀資深經濟專家蘇姆朗（Lea Sumulong）。他們也提議應該讓國際貨幣基金（IMF）直接借出或提供擔保給地方的金融安全網，以防區域性危機發生，個體經濟不用因向IMF借錢而感到丟臉，也可提高機構的影響力。

本週亞太各國財金首長將在印尼峇里島會面，官員表示，亞洲金融安全協議將排在議程中。經濟學家普遍相信美國聯邦準備理事會（Fed）將在18日結束的例會中開始縮減刺激規模，量化寬鬆（QE）措施退場的預期早已對新興市場股市投下震撼彈。

李昌鏞說：「我們必須解決這個問題。否則亞洲將會成長，我們貿易也會增加，我們對美元的依賴也愈來愈高。無論何時本地或其他大洲有令人震驚的消息，不穩的資本流入和流出將會讓我們的國家更加脆弱。」

李昌鏞表示，有更多以區域性貨幣在區域內的貿易，可降低最近因印度和印尼市場動盪凸顯出的亞洲金融脆弱性。

李昌鏞指出，如果未來人民幣在全球外匯市場交易量所占比重成長至20%左右，跟日圓目前使用率相當，才算健全。根據國際清算銀行（BIS），截至4月止人民幣占全球交易量2.2%，高於3年前的0.9%，美元則占87%。
