【綜合報導】南韓一名男子在當地時間今天(16日)下午約2時，企圖從京畿道坡州市西北方與北韓交界處，以步行的方式越過臨津江進入北韓，隨即被南韓哨兵發現，立即要求他折返。但男子拒絕，更加速跳入臨津江中，根據《韓聯社》的報導，南韓哨兵在勸阻無效的情況下，只得開槍將男子射殺。

基隆巨石危機日前解除，不過仍有危石！公路總局指出，台2線北部濱海公路南雅~鼻頭路段岩壁有崩裂岩石，為避免無預警掉落危及用路人，將在今(17)日10時到下午3時進行封路除石。

9月1日台2線瑞芳路段落石砸中行駛中的小轎車，造成車內2人受傷送醫；公路總局第一區養護工程處勘查後發現台2線82k+150距地面高約100m、83k+100距地面高約10m岩壁有崩裂岩石。

為避免無預警掉落危及用路人，在17日10：00~15：00封閉台2線81K+500~84K+000(南雅~鼻頭路段)，施工方式先將邊坡上裂石以人工垂吊清除移至道路，再以機械破碎清除；公路總局提醒用路人行經該路段依交管人員指揮通行，並隨時注意新聞資訊，提早規畫替代路線。

【綜合報導】台南女子斷頭分屍案第五天，雖然陸續有民眾前來指認，但多數被排除，警方只知遇害女子年約25-45歲、長捲髮、門牙往內暴，但身分遲遲無法確認 ，案情陷入膠著。因此警方目前只能從支解手法和屍塊特徵找線索。

警方發現，目前已經尋獲的屍塊，兩根斷臂雙掌10根手指都被平整斬斷，頭顱被塑膠袋層層包裹，最外層是超商塑膠袋，裡面有兩層黑色塑膠袋，最內層則是用枕頭套包住。而屍塊會被發現，是有因名婦人在上周三出門遛狗，小狗叼回一根肉骨頭，一看居然是人的手臂，嚇得趕緊報警，警方出動找到另一隻手臂，後因無所獲，再度派出當初發現屍塊的靈犬胖胖，又找到頭顱。為了尋找更多跡證，警方甚至還抽掉在屍塊發現地附近魚塭的水，但仍無所獲。警方分析，兇嫌分屍又斬斷10根手指，意圖破壞警方比對指紋機會，但國內女性有機會做指紋建檔的，除了有前科的人，就是外籍配偶和陸配，或是外籍勞工，目前這也是警方的清查重點。

警方也懷疑，死者可能是分屍後被掩埋，在前一波大雨的沖刷下，裝著部分屍塊的麻布袋露出地表，再被狗叼出才曝光，因此在17號下午也動員上百警力，繼續地毯式搜索，但仍沒有找到任何可疑物體。

【黃揚明／台北報導】民進黨主席蘇貞昌日前提出彈劾總統馬英九訴求，罷免、倒閣也都列為選項。不過他今天參與民進黨立院黨團會議聽取黨籍立委意見後受訪表示，釋憲、彈劾、罷免等憲政作為，「應該都可以做，但什麼樣子、什麼時間，都由黨團審時度勢，來進行相關作為。」

蘇貞昌強調，除了上述憲政作為，此外包括要求檢察總長黃世銘應接受調查、廢特偵組等都會列入考慮。民進黨做為台灣領導、人民守護角色，相關民生法案都會積極進行。不過他並未參與黨團討論有關明天開議日攻防策略討論，便提前離開。
