為推動民營化，中油公司近期舉辦說明會與員工協商、溝通，盼能達成民國106年前民營化的目標，董事長林聖忠期盼能「越快越好」，希望早點走出這一步，提升中油競爭力。

林聖忠接受中央社專訪時，做以上表示。

談及中油推動民營化，林聖忠指出，推動民營化已20多年，至民國92年前仍陸續提報民營化計畫書至立法院，

他提及，民國92年立法院曾做出決議，要求中油釋股時，針對中油民營化、釋股及員工權益等事宜，應與工會協商。

根據當時決議內容，待中油與工會協商完成後，將協商結論併入中油民營化計畫書，送至立法院審議，待審議通過後，才能進行民營化釋股。

林聖忠指出，一轉眼經過10年，中油推動民營化還是沒有進度，但隨著經濟情勢變遷，民間對國營事業期待變深，中油面臨的壓力越來越大。

他表示，由於近年來經濟趨緩，民間加薪有限，民眾看見國營事業薪水較高又穩定，在這種情況下，開始出現質疑國營事業在虧損情況下，仍能領取績效獎金的聲音。

除了民間對中油期待的壓力，林聖忠表示，中油競爭能力還受到公司法、預算法、政府採購法等法規制度限制，再加上民意代表介入關說，這些都是民間企業不必面對，但國營事業卻必須承擔，造成中油在決策效力、作業程序方面，面臨很大的阻礙。

林聖忠以中油若欲洽談新礦權為例，受到預算編列的限制，可能一拖就是2年，不像民間企業可很快決定，讓他不禁感嘆商機會流失，而且可能不再回來的情況，他認為中油需擁有同等的效力，對外才能面對競爭。

面對外界質疑，台塑比中油賺錢，林聖忠反駁，主因為雙方立足點不平等，中油還需承擔許多社會責任。

林聖忠指出，像中油這類競爭型企業一定要走出、擺脫法規制度的束縛，才能公平與其他業界競爭，若欲拿掉束縛，唯一的方式就是民營化。

至於中油民營化後，由誰承擔社會責任，林聖忠表示，應回歸企業社會責任本身，通常公司有賺錢才有辦法做，不過因大宗油品氣仍屬管制項目，中油不可能在民營化後賺取超額利潤，還需受相關法規規範，因此他認為，其實不必太擔心民營化後，沒人承擔社會責任的問題。

林聖忠指出，若屆時是採公有民營的架構，政府擁有較實質的掌控權，中油將來仍會忠實履行政策責任。

不過，對於中油推動民營化，林聖忠認為，最重要的是員工權益問題；面對中油工會抱持著反對的立場，他表示，已邀請過去曾經歷民營化的中鋼、台船等主管進行經驗分享，未來也會持續與員工溝通。

對於中油民營化，林聖忠深具信心，認為較晚民營化的公司，可避免過去發生的錯誤、進行更合理安排，他相信只要細心規劃，一定會是成功的案例。

林聖忠表示，經濟部長張家祝上任後已指示中油加速推動民營化，現階段將陸續舉辦說明會，向員工說明民營化的利弊，預計下半年將進入與工會、員工、經濟部實質協商，希望提出一套民營化計畫書。

屆時民營化計畫書內容將包含員工關切福利、工作權益、公司營運背景、獲利情況、未來發展方向以及如何釋股等。

【綜合報導】鐵頭功、大力金剛腿終於要在足球場上大顯身手了嗎？近日傳出，中國河南登封武術學生計劃將「少林功夫」融入足球，培訓足球運動員，網友紛紛大表期待。

中國河南嵩山少林寺武僧團培訓基地總教頭釋延魯昨天(8日)表示，全國高校足球教練培訓研討會早前在登封舉行，他認為武術和足球兩者可「強項聯合」，少林功夫中的腿法如十二路彈腿、 樁功和其他拳法，對提高球員的腳法、抗撞擊能力和身體協調性有很大幫助，可將技術融入足球中，以提升訓練水準。

早在2010年10月，少林寺武僧團培訓基地已開始組織青少年足球隊。目前少林武僧團培訓基地與河南建業集團聯合，計劃興建少林國際足球學校。校舍已在今年2月奠基，計劃投資20億元人民幣(約台幣97.7億元)，興建一所足球學校、一個體育場和兩個體育館。

【郭美瑜／台北報導】台北市議員陳孋輝今發布新聞稿表示，審計部北市審計處評估北市公有停車場營運不佳，函請市府檢討改善，停管處卻拿路邊停車格開刀，松山區富錦街、民生東路五段等14個路段合計397個車位，8月19日起將納入收費。陳批，公有停車場經營績效不彰，停管處應評估停車場收費是否過高，不應拿路邊停車格開刀。  

停管處副處長謝銘鴻表示，近來很多市民反映未收費的車輛停太久，為減少不公平現象，才納入收費。
