中國各大城市的高溫似乎已經不是新聞了，以昨天（8日）而言，第一名是浙江奉化的42.8度。隨著連續高溫的天數持續增加，一場氣象「高溫災害」有越發嚴重的趨勢。

根據8日中國氣象局發佈的最新高溫城市排名，第一名為浙江奉化的42.8度，第十名為雲和的40.8度，最令人吃驚的是，排在前十名的高溫城市均在浙江省。

一般來說，達到或超過35度時就可以稱為高溫天氣，7月以來，中國南方氣溫很容易就達到高溫標準，浙江、湖南、重慶、江蘇、福建等地均遭遇年內最持久高溫天氣，並且在7日出現了今年以來最大範圍、且最強的高溫天氣。

省會城市方面，長沙市的高溫已經持續了38天之久，並且幾乎每天都在刷新紀錄，將上海、杭州、重慶、南京等一向以高溫出名的省會城市甩在後頭，根據氣象局估計，此高溫天氣至少延續到8月13日前後。

中國氣象局表示，連日的高溫，已經造成一種高溫型態的自然災害。因為持續性和極端性的高溫，是被歸類為氣象災害的。極端的高溫具有災害性，並且增加用水、用電負荷，影響農作物生長，加劇旱情，引發森林火災等相關問題，進而威脅人類的健康。

根據中國國家防汛抗旱總指揮部7月30日所公佈的最新數據，中國大陸目前已經有1978萬畝耕地受旱，其中作物受旱面積1649萬畝，並且有將200萬人、67萬頭大型牲畜因乾旱而出現飲水困難，嚴重影響其生存環境。許多氣象專家，都呼籲要關注中小城鎮對高溫災害的應對方法。

中國經濟成長表現恐減緩，引發全球市場擔憂，前財政部長劉憶如今(8)日指出，中國「李克強經濟學」強調結構性改革，並積極推動城鎮化、提高人均所得，「這個方向是非常非常對的」，台灣廠商必須努力切入中國持續成長的內需龐大商機。

劉憶如表示，中國現在的李克強經濟學有3大方向，包括「不推刺激措施」、「去槓桿化」和「結構性改革」，尤其將城鎮化列入發展重點，積極提升人均所得，為內需市場持續帶來龐大商機，這個方向也會將中國重度依賴出口的態勢逐漸扭轉，方向非常正確。

不過她坦言，「有點擔心中國的轉折」、「改革真的很不容易」，目前中國就是以「長痛不如短痛」來解決經濟發展困境，惟不至於達恐慌狀況。

劉憶如進一步指出，不僅是中國，整個亞洲都應該積極擴展內需，事實上，2008年金融海嘯後帶來的是亞洲的崛起，也可說是亞洲新興市場的崛起，「亞洲人不應該再只是積極賣東西給歐美、又借錢給歐美，因為從所得角度來看，新興市場的人已經越來越有錢，整個亞洲就是一個很大的內需市場」。

另外，日本政府促貶日元，且日本同步往通膨之路邁進，劉憶如提醒「日本需要通膨，但台灣需要通膨嗎？」，另一方面，雖出口商希望政府以新台幣貶值救出口，不過她強調，不能把出口輸給南韓完全歸咎於匯率，台灣的確有些產業需要轉型。

言下之意，劉憶如認為匯率貶值對物價的壓力必須考量，且台灣出口該強化產品競爭力，而非僅想著一昧降低新台幣匯率。

劉憶如表示，台灣主要靠出口帶動經濟成長，民間消費、民間投資都不漲，但出口商都是布局全球市場，薪資漲的都是在外勞工，導致台灣民眾薪資停滯，她強調，「台灣限制太多了，講了20年都沒排除，導致台灣自己不投資、外人也不來投資」，需要投資來帶動薪資成長。

【黃馨儀／台北報導】原定本月21日召開的核四安檢小組會議，在經濟部核四顧問林宗堯日前主動向經濟部請辭下，今由經濟部長張家祝召集5位核四專家委員，共商林宗堯去留，最後全數委員均同意「雙方合意終止合約」。至於生效日期，經濟部高層表示，將儘快與林宗堯討論、確定。
 
今日8位核四專家委員中，共有5位到場，其餘3位則是以電話或書面方式表達意見。
 
經濟部官員指出，昨天很多委員表達「即使林宗堯沒有擔任小組顧問，對檢測工作也不會有太大的影響」，而在歷經3個小時會議後，因林宗堯個人已在7月26日向經濟部口頭請辭，且在7月31日以個人名義公布核四摘要報告，所以全數委員皆同意「雙方合意終止合約」。
 
經濟部官員也指出，若未來林宗堯提出核四安檢相關意見，仍會予以尊重或參考採用；未來也考慮再覓1名顧問，來遞補林宗堯的位子。而至於美國WANO(世界核能發電協會)向經濟部報告核四安檢狀況部分，則按原計劃，將在21日討論。

我也是一個月前才搬到新家 (我有2狗1貓)，剛住進去的一個禮拜，只有貓會在我出門後吵而已，我住5樓，在1樓都聽得到= =，每天上班前都心驚驚，現在每天遛狗連貓也要一起扛著走。慶幸的是狗倒是沒啥反應。

對於版主家的吉娃娃，或許試試以下方法，1-3項我養第一隻狗時也試過：

1. 近日持續做訓練，準備獎勵用的小零食。
出去前給他平時很愛的零食，出門後，如果叫了就回去把零食收走，同時也可適當責備 (罵他或是不理他，當作他是空氣等。。。)，一段時間後再出門試一次。以上動作反覆，以減少他的敏感度。

如果狗狗不大會叫了，每次出門觀察的時間可延長，如3分鐘，5分鐘，10分鐘。只要狗狗不叫，每次回來都要誇獎他，並再一次給他零食。

每次訓練不要太多次，大概反覆個3-5次就可停止，隔天再繼續。

2. 平日出門前給他愛吃的零食，讓他慢慢把“主人出門 = 吃到好吃的”聯想在一起。 (我現在還是偶爾這樣。)

3. 出門前保持平常心，不要表現出 ”我好怕你會叫，我實在很緊張” 的情緒，狗狗會察覺到，也會相對敏感。

4. 錄音這個不知道會不會造成反效果 (純屬臆測，因自己也沒試過)，有些狗突然聽到主人的聲音反而會激動地叫。也許可以試試放輕音樂。

因為每隻狗性格不同，適用的訓練方式也不同，建議版主再去別的網站爬一下文，看下專業的訓犬師的建議和方法。
