【曾伯愷／新北報導】亂停車還拿防狼噴霧傷人！今天上午10時許，三重區碧華街發生停車糾紛，1名73歲男子疑因將車輛停放在巷弄中央，附近1名33歲住戶急欲開車離開卻遭到擋道，遂向男子按喇叭示意請他開往邊處，但卻遭到7旬男子不滿破口大罵。

被擋道的男子回嗆，雙方互不相讓下車理論，不料7旬男子從車內手持防狼噴霧器往被擋道的男子臉部噴灑，造成男子左臉頰紅腫、雙眼無法張開，趕緊通報一一九送醫，所幸送醫後已無大礙。

傷者母親抱怨，傷人的7旬男子時常亂停車，影響附近住戶進出，多次溝通都未獲改善，想不到這次竟老羞成怒傷人。

（軍聞社記者郭家良臺北廿八日電）因應近期國內「狂犬病」疫情浮現徵候，國防部軍醫局提醒各單位遵照相關防疫作為，加強宣導預防狂犬病注意事項，並妥採防範措施，以維國軍官兵健康。

　軍醫局表示，狂犬病是由狂犬病病毒引起的神經性疾病，通常在哺乳動物間傳播，人類在被染病動物抓咬傷後而感染，病毒隨唾液在傷口周圍，潛伏約一至三個月，再視傷口嚴重程度、傷口部位等因素，經由神經散播至腦部而發病，一旦發病，致死率接近百分之百。

　軍醫局指出，初期的狂犬病症狀為發熱、頭痛或咬傷部位異樣感，數天後出現異常亢奮或恐懼現象，進而產生麻痺、吞嚥困難、咽喉部痙攣，並引起恐水現象(因喝水或看到水引起的喉部痙攣)，隨後併有精神錯亂及抽搐等狀況，患者常因呼吸麻痺而死亡。

　軍醫局強調，國軍官兵於日常生活中應避免接觸野生動物，駐地偏遠、外(離)島、山區等營區，以及從事登山、踏青與野外操課等戶外活動，應落實自我保護措施，小心防範被貓、狗、猴子、蝙蝠等哺乳動物侵襲；同時叮嚀各級幹部，部屬萬一被動物抓咬傷，應立即以肥皂及清水沖洗傷口十五分鐘，再以優碘或百分之七十的酒精消毒，並送醫做進一步治療，由醫師判定感染風險，必要時再施打狂犬病疫苗及免疫球蛋白，獲得保護力。

　軍醫局也提醒各單位，若發生官兵遭動物抓咬傷事件，應第一時間循系統回報，並在無危安顧慮下將該動物繫留，以利後續病徵觀察及投藥治療參考依據，但若動物兇性大發，切勿冒險捕捉，以免徒增患病風險。

　此外，軍醫局已責令各作戰區國軍醫院及各衛勤單位，規劃至山地偏遠駐軍單位實施衛生教育宣導，有效防範狂犬病感染事件。

當我們要出國玩、申請護照時，護照上的英文姓名該如何填寫呢？另外還有一些文件或信用卡等也都要英文名字，很多人一開始的時候沒按照一般習慣填寫，日後要改反而很麻煩，該怎麼幫自己的中文名字拼出最適合、大家最常用的英文字呢？

下面介紹台灣「外交部領事事務局」網站所提供的外文姓名中譯英系統，使用方法也很簡單，就是把你的中文姓名一個字一個字填上去，按下「翻譯」按鈕就出來了！

按下翻譯按鈕後，會有好幾種拼音方式可以選，如果你的姓或名字所使用的字有不同發音方式（破音字），可以選擇一個最接近的，另外翻成英文字母後還會有漢語拼音、通用拼音、威妥瑪(WG)拼音、國音第二式拼音… 等多種不同拼音系統的寫法可以挑，基本上挑哪種都可以，隨個人高興沒有硬性規定。

• 網站網址：按這裡

另外，該網站亦提供了「中文譯音使用原則」給大家參考，基本上都只是鼓勵與建議用法而已，不照著做也沒關係，完全依照個人意願與選擇。如果你不知道該怎麼選、怎麼用，就依照上面的建議來填就好。

兩個重點：

• 姓氏拼音應與親屬一致
• 曾領護照者 , 外文姓名應與舊護照一致

中文譯音使用原則：

我國中文譯音除另有規定外，以漢語拼音為準。

標準地名及路、街名之譯寫，依內政部發布之標準地名譯寫準則辦理，標準地名以外地名之譯寫準用之。其他中文譯音，除國際通用或特定詞、約定俗成者（如我國歷史朝代、地名、傳統習俗及文化名詞）外，以漢語拼音為準。
人名譯寫原則如下：

（一） 人名之英文譯寫格式：

1、採「姓」在前、「名」在後之原則，且「姓」之後不加逗點，字首大寫，其餘字母以小寫連接，但非首字之中文譯寫後第一個字母為a、o、e時，與前單字間以隔音符號「’」連接。例如：「陳志明」譯寫為「Chen Zhiming」。

2、複姓之英文姓名繕打格式原則與前目同。例如：「歐陽義夫」譯寫為「Ouyang Yifu」

3、冠夫姓之英文姓名譯寫，二姓氏字首大寫並以短劃「-」連接，區別姓氏，餘繕打格式原則與第一目同。

例如：「林王美華」譯寫為「Lin-Wang Meihua」

（二）護照姓名譯寫格式依外交部發布之護照條例施行細則規定，照外文姓名及英文戶籍謄本姓名譯音，鼓勵使用漢語拼音。

（三） 前二款關於人名之譯寫，均得尊重當事人之意願。

上面轉貼的「中文譯音使用原則」其實跟同一個網站所提供的翻譯結果的寫法不太一樣，使用原則建議的是「Chen Zhiming」，但翻譯工具翻出來的是「CHEN,ZHI-MING」，意外嗎？嗯…這就是我們的政府。

多益考試補習班推薦，時代師資評價心得～

現在這麼多英文補習班，到底要選哪一家？
我覺得要挑為學生著想為前提的　
身為學生，應該就是顧好上課部分就好
當然師資也很重要

像很多網路上說的多益補習班都是你付了錢就不管你了　
不過其實補習班的確是就不需要再多做什麼了啦
只是就一個奇摩幾的感覺　呵呵畢竟台灣人就是講究售後服務嘛
這一次我挑了時代國際英日語補習班，如果真的要參加多益考試，我只推薦時代國際英日語，

他們有專業的顧問，像我的多益顧問，
以我之前沒選到多益的課來說，還麻煩他幫我改掉真的是很不好意思，
但他還是非常熱誠的在幫我，還有關心我上課狀況，當下真的覺得時代國際很專業！

再來選補習班就是講究師資了
多益補習班老師各個都是高學歷，但是高學歷就教的好嗎？
其實每個老師都有精通的部分啦，我覺得還是要針對老師精通的part來挑老師
不然那種感覺就像你叫一個國文老師來教數學，
這個就要看老師的教學經驗了阿（推眼鏡
我很推薦ＴＯＮＹ老師和ＷＩＮＳＴＯＮ老師　　
但他們上課字字精闢且都是很實用的考試技巧
其中我覺得多益考試我個人就很注重文法，因為我多益的文法比較弱，
你補習本來就是要補自己的不足之處！
還有選課其實也是一門學問
例如我因為自己口說很強，但我一直上會話課(畢竟大家都挑自己喜歡的課上)，
可是在多益考試前你不加強你弱的部分，這樣當然不會進步，
只有口說分數高也沒有用，都被其他項目拉下來了>______<

所以啦~~
我就選了很多堂顧問推薦的多益課，一整天泡在英文的感覺，
補完習回家會覺得自己不知不覺就進步了
選補習班真的是靠經驗累積的
還好我補多益選的是時代國際英日語補習班
雖然我只在這裡待了半年，但學到的東西卻是受用一輩子的！
感謝顧問，感謝時代國際英日語補習班，感謝我最愛的多益老師！

接下來我就可以憑著這張多益考試證書在課業看職場上招搖撞騙了XDD
