【何哲欣／台北報導】蘇力颱風來襲，昨晚各地風強雨驟，綠委林淑芬昨晚也在臉書po文說（http://www.facebook.com/linshufen.tw），她想讓兩個孩子感受一下颱風的威力，就把他們帶到12樓頂體驗，結果風太強，雨傘很愚蠢地開花，不到一分鐘時間，兩個分別才7歲、3歲的小朋友就嚇得想下樓，卻發現門已反鎖，3人全身淋濕困在頂樓，更慘的是沒帶手機，還好大樓還有對講機而且沒壞掉，趕緊請管理員通知老公來開門。
 
她自嘲，「這短短幾分鐘，兩個小的的確有颱風天的體驗了。請大家注意安全別像我。」還說被老公念了一頓。網友也提醒她要注意安全，但也有人虧她，「這當媽的有時真的會神經大條，尢（尪）也一定會念到臭頭的」，「可以PO到笨版了」。

美國白宮發表聲明指，兩國領袖皆重視雙方關係。而白宮發言人卡尼再次要求俄方交出史諾登，認為俄方在法律上理應驅逐史諾登，讓他回美受審。

求活路 崗山仔反輕軌 作者： 李啟聰 | 臺灣時報 – 2013年7月13日 上午1:00 　〔記者廖國雄高雄報導〕高市府捷運局及鐵路局等單位昨在前鎮區崗山仔中區活動中心 舉行「輕軌工程崗山仔段規劃說明會」，當地的里長們在會中砲聲隆隆，他們不滿「拆牆 、增站、打通瑞北路及遷移輕軌機廠」等四項要求未得到捷運局明確答覆而退席抗議。召 集這次說明會的市議員鄭光峰則希望市府把民意聽進去。 　說明會在前鎮區崗山仔中區活動中心舉行，有當地的瑞北、瑞西、瑞興、瑞崗、瑞誠、 瑞文、瑞華、瑞昌等里長及數百位民眾參加。會中，鄭光峰及里長、居民們不滿這項輕軌 工程，在規劃之前未先傾聽民意，等到規劃案已定案、且都己開始施工時，才讓居民對工 程有概略了解。 　鄭光峰表示，市府的作法，有「先斬後奏，造成事實」之嫌，難怪民意反彈，因此，呼 籲市府相關單位「一定要把民意聽進去，把民眾的建議帶回去好好研究」。 　里長們在會中頻頻開砲，他們指出，崗山仔地區的發展，六十年來受制於台鐵前鎮調車 場水泥圍牆的存在而停滯不前，如今好不容易才等到台鐵調車場要遷移，沒想到市府利用 調車場腹地做為輕軌站用地後，水泥圍牆還是不拆，真叫崗山仔地區的民眾失望。 　里長們表示，調車場東側的水泥圍牆沒拆，崗山仔永遠無法繁榮，而且除了拆牆外，還 要打通瑞北街，銜接凱旋路，如此一來，崗山仔的居民不必繞道二聖路及瑞隆路就可直通 凱旋路，這才是一條活路。 　除此之外，鄭光峰及里長們還表示，目前規劃的輕軌站，分別設在二聖路口與瑞隆路口 ，兩站之間的距離約一千五百公尺，相距太遠，因此，建議在二站之間的瑞北街口增設一 站輕軌站。至於輕軌機廠，議員與里長們則主張長遷移或高架或地下化，以免妨礙瑞北街 打通。 　對於里長、居民們的四項訴求，捷運局及台鐵等單位表示，東側臨瑞西街的水泥圍牆， 因目前牆內還有三條台鐵的軌道必須供調車使用，暫時無法拆除，必須等到民國一○六年 台鐵全部遷移後才能撥交捷運局規劃使用。 　至於機廠遷移問題，因鄰近沒有可供使用設置的腹地，而且會嚴重影響輕軌工程完工期 程，高架及地下也因腹地不夠而有實際上的施工技術困難。至於增設瑞北站，還必須報交 通部審核。 http://ppt.cc/kEGP -- ※ 發信站: 批踢踢實業坊(ptt.cc) ◆ From: 114.47.115.236

【潘志偉／新北報導】新北市中和1名37歲陳姓男子今天凌晨0時許，與友人在明德路喝酒聊天，因喝得爛醉無法自行走回住處，路過民眾發現熱心打電話叫救護車，但是陳男不領情，並開始與救護人員拉扯，忽然陳男出拳毆打1名救護人員，另1名救護人員見狀趕緊衝上前，將陳男壓制在地並報警。

警方到場立即對陳男實施酒測，發現陳男酒測值高達1.04毫克，但是陳男並無騎乘交通工具，所以訊後警方依妨害公務將陳男送辦。

【綜合報導】英國一名女子慕迪(Emma Moody)日前出外散步遛狗，並經過一處乳牛牧場，這座乳牛牧場住著許多母牛和小牛，但當天慕迪卻遭到乳牛攻擊，造成慕迪重傷，現在仍未脫離險境。

據了解，疑似慕迪的狗當天挑釁乳牛群，造成乳牛們誤會，其中一隻乳牛突然衝向慕迪而來。雖然慕迪一度逃開，但在路上不慎跌倒，隨後乳牛追上，把慕迪又踹又撞，造成慕迪胸部嚴重受傷，多根肋骨斷裂。

【蔡亞樺／台北報導】台北市長郝龍斌上午9時前往北市災害應變中心，聽取災情及防備作業情形，北市府統計到目前為止，路樹倒塌多達829棵，是2008年以來路樹災情最嚴重，工務單位在今晚8時完成主要道路的路樹清理，最慢後天上班前全市道路完成復舊。  

垃圾收運則將於晚間恢復正常，而捷運文湖線動物園站至劍南路站已恢復營運。另台電統計，蘇力造成全市5萬5千多戶停電，是近年災情最慘重一次，預計明天中午全面復電。
