減緩通貨膨脹龐大的貪官群體功不可沒。

貪官經濟學與通貨膨脹

自2005年7月21日中國實施浮動匯率制度以來，人民幣兌換美元一路升值，從2005年7月的8.28：1，到今年1月最高的6.06∶1。然而對於中國的普通民眾，人民幣升值並沒有讓他們感到錢越來越值錢，反而是錢越來越不值錢。

近9年來，人民幣一直走在外升內貶路上。對於內貶的原因，不少人認為是央行貨幣超發造成的。根據央行發布的數據，2013年末廣義貨幣（M2）余額110.65萬億元，而2003年末M2余額22.1萬億元，10年增長超過4倍。

按照貨幣學基本原理，一個國家或地區經濟每增長出1元價值，作為貨幣發行機構的央行也應該供給貨幣1元，超出1元的貨幣供應則視為超發。中國貨幣總量與GDP之比接近2∶1（2013年中國GDP總值56.88萬億元）。

中國的經濟增長主要依靠投資，因此需要大量增加的信貸投放。經濟學家吳曉靈說：“過去30年，我們是以超量的貨幣供給推動了經濟的快速發展。”

在多數經濟體中，這本會導致惡性通貨膨脹。可是，我們看看近兩年中國CPI增幅，大致在2%-3%，偶爾突破過3%。回顧近十年，也只有兩次物價的大幅度上升，2008年CPI增幅最高超過8%，2011年最高約6%。大規模的貨幣超發沒有引發通貨膨脹，這是什么原因？

來自官方的聲音否認中國貨幣供應量存在超發現象。央行調查統計司司長盛松成在今年1月的新聞發布會上表示， M2較大是因為儲蓄率高、間接融資（指銀行貸款形式的融資）比重高等造成的。作為現在全球儲蓄率最高的國家，中國居民儲蓄率已經超過50%（盡管推動這一趨勢的是少數家庭）。

經濟學家的觀點不盡相同，筆者不在此贅述。但一位文學教授發明了“貪官經濟學”一詞，他在解釋貨幣超發而沒有引起通貨膨脹的原因時另辟蹊徑，認為龐大的貪官群體功不可沒。

貪官們通常不會去花銷巨額的受賄款，也盡量不存進銀行（擔心被發現），而是以各種方式隱藏起來。這位文學教授大膽估計，M2余額的50%在貪官手上，是不流通的。

中國網民注意到這個現象，將貪官五花八門的藏錢方法戲稱為行為藝術並羅列出來：

藏密碼箱。海南文昌原市委書記謝明中將2500余萬元現金藏在19個密碼箱。

藏廁所。重慶巫山縣交通局原局長晏大彬將4個裝有共939萬元的紙箱藏於尚未裝修的新居廁所中，因廁所 滲水而被發現。

藏糞坑。江蘇省建設廳原廳長徐其耀貪污受賄近2千余萬元，部分現金經層層塑料紙包裝后，藏在樹洞內、灰堆內、稻田里、糞坑里。

藏煤氣罐。江西贛州市公路局原局長李國蔚家里有一個高級客製的煤氣罐，用來窩藏數百萬贓款。另有藏280萬元密碼箱埋到其農村三哥房屋旁的垃圾堆下。

藏出租屋。廣東省疾控中心免疫規劃所原所長羅耀星租豪宅專放贓款，現金用黑塑料袋扎成一捆一捆的，屋內放滿防潮紙、干燥劑，但是最終1200萬元仍然發霉。

這個單子還可以繼續寫下去。過去十年，盡管被控貪腐的官員不在少數，但情況並未得到太大改變。去年12月，原呼和浩特鐵路局副局長馬俊飛，因受賄罪和巨額財產來源不明罪被判死緩。馬俊飛年收入不過12萬元左右，但他的兩所房子卻堆滿了總價值超過1.3億元的錢物。庭審時，馬俊飛說，他最頭痛的事情就是如何藏錢。

這位文學教授所說的“M2余額的50%在貪官手上”不是經濟學的數據，我也不敢茍同這個具有文學色彩50%；但是我相信中國的貪官群體藏起來的不流通現金的數額是驚人的，在貨幣超發時能夠起到一定的抵消通貨膨脹的作用。我和大多數中國民眾一樣，認為已被查處的貪官只是中國貪官群體的冰山一角。

當然，“貪官經濟學”阻擋不了物價的持續上漲，這些年來中國民眾對於生活的變化有一個真切的感受：什么都越來越貴，只有錢越來越便宜。（BWCHINESE中文網）

《MarketWatch》周三 (21日) 報導，英國央行和聯準會 (Fed) 最新政策會議紀要，均顯示官員正設法著手緊縮貨幣政策，而預期英國央行仍將搶先採取行動，美元兌英鎊身價本日挫低。

《MarketWatch》周三 (21日) 報導，英國央行和聯準會 (Fed) 最新政策會議紀要，均顯示官員正設法著手緊縮貨幣政策，而預期英國央行仍將搶先採取行動，美元兌英鎊身價本日挫低。

英國央行政策會議紀要指出，部份央行官員對於調升基準利率一事，接納度已經提高。聯準會官員們亦於會議中討論「數項計畫作法」，研討如何緊縮貨幣政策，但本日並無決定結果。

英鎊從周二稍晚 1.6842 美元上漲至 1.6899 美元，是 5 月 8 日迄今高點。

5 月英國央行會議紀要顯示，貨幣政策委員會官員對於勞工市場的疲軟，以及最終升息的最佳方式等議題，意見呈現分歧。央行預期英國經濟走強，或將迫使升息動作提早發生，讓英鎊對投資人而言更具吸引力。

英國 4 月零售銷售月升 1.3％，且較去 (2013) 年同期大漲 6.9％，是將近 10 年來的最大年度增幅。

美元兌日元從周二稍晚 101.29 日元回升至 101.44 日元，一反早盤跌勢。原本日本央行宣布貨幣政策不做更動，日本 4 月貿易逆差減少，讓早盤美元匯價跌至 100.82 日元。

公債殖利率本日向上揚升，觀測美元對應 6 種主要貨幣身價走勢的 ICE 美元指數，由 80.036 上升至 80.086。另一種華爾街美元指數則從 72.95 揚升至 72.99。

歐元兌美元由周二 1.3703 美元下跌至 1.3683 美元。

澳元兌美元由周二稍晚 92.51 美分下滑至 92.34 美分，周二澳洲央行會議紀要顯示，官員們認為寬鬆政策應再將持續一段時間，短期升息無望，澳元聞訊挫低。

美國女星「慾望凱莉」莎拉潔西卡派克（Sarah Jessica Parker）應美國第一夫人蜜雪而歐巴馬之邀，到白宮作慈善，指導轉機藝術計劃的學生演出音樂劇，她欣然答應，但她進到白宮後，竟然把她推出不久的個人品牌新鞋，排排放擺在地毯上，問大家該穿哪雙鞋？擺明的產品置入，讓原來的一件美事，瞬間打折。

變成怪獸奧客　空姐恨死你的5件事

大家乘搭飛機時，若不想被機組人員視作怪獸乘客，《LIFE》網站列出「空姐最討厭乘客做的5件事」。

堅持不關手機
當飛機要起飛或降落時，機組人員都會提醒乘客關掉手機，但經常有頑固人士堅持不關機，或辯稱「我已經開飛航模式」，但其實飛航模式要在高空一萬英呎以上才可以使用，這個答案只會讓你在空姐心中扣分。

要求空姐放行李
不少乘客以為「付了錢就是老闆」，可以指使空姐幫助放行李，但其實這不是她們的工作範圍。

自己隨意換座位
許多人乘搭飛機時，見到有空位，便自行調位。由於空姐們只靠名字及座位號碼找人，不會特別記下乘客樣貌，因此若真想換位，應事先跟空姐說一聲。

將餐碟疊起
完全是一個幫倒忙的行為！因為飛機餐車設計成一格放一碟，高度剛剛好，空姐要是遇到這種情形，工作量反而會大增。

飛機一著陸就站起來
當飛機著地還沒停穩，不少乘客就鬆開安全帶，趕著拿行李準備下機，不但危險且沒禮貌。

原po加油!大家加油! 這讓我想起我五年前失戀的時候...(人生最痛的一次失戀) 前一個月我異常的沒哭， 沒掉半滴眼淚。 是後來朋友開導我，我整個大崩潰。 哭到快喘不過氣來Q_Q 我當時還住在家裡， 所以我根本不敢哭.... 要哭也是躲在廁所裡掉眼淚(因為我房間就在我爸媽房間隔壁 隔音不好) 我不敢讓家人擔心 不敢讓朋友知道 我也是跟你一樣 白天都要裝得很好 一到晚上我又會開始想他 我很害怕 我捨不得把他從我的通訊錄給刪除 捨不得刪了簡訊 捨不得忘記這個人 我曾經深愛過的男人 當他上MSN的時候我會一直看著他上下線 我卻不敢找他 只敢偷偷看他的無名 看他宣告他單身了 我很痛苦 每看一次就哭Q_Q 我當時每天都吃不下飯 睡不著 每天都把自己關在房裡 誰也不想理 而且我怕陽光照進來的感覺 所以房間很陰暗 我家人都笑我陰暗少女= =" 後來我實在太痛苦了(我大概快半個月都無法入眠) 想到對方我會開始流眼淚 然後就是每天都瘋狂找事做撐到早上 撐到早上我瞇一兩個小時會嚇醒 連休息的那幾個小時也會做夢夢到他 然後又是哭著醒來 哭著醒來之後我又想他 每天都是這樣 我快瘋了 最後 我跑去看心理醫生 跟醫生聊 跟醫生哭 醫生開了藥給我吃 那個藥我吃了會馬上頭暈 必須得躺在床上才可以 大概一個月是靠吃藥入眠的.... 但我之後不敢再吃那個藥了 因為很貴 且吃了會想吐 我給我自己的辦法是... 想哭就哭 想對方時就拼命地想他 但是不打擾 我努力地過我自己的生活 把我自己改變 也許是換個新生活方式 也許是新髮型 空虛想他時我就跑去X品看一整天的書 不然就是去運動宣洩 唱歌 總之就是不要讓自己閒下來 也不要一直責怪自己 分手後 什麼都不是了 就算再難過 再傷心 對方也不會有感覺 那種不被憐憫的心情我體驗過... 真的很痛 就很像變成完全陌生的感覺了。 加油加油!!! 五年後，我感謝他離開了我。 因為只會讓我努力地想要讓自己的生活變得更好 變成一個更好的女人 也會知道自己過去哪裡需要改進 儲備自己 充實自己 再去愛下一個人 不是你不好 也不是他不好 只是你們不適合 以後 你們都會遇到一個更適合自己的人 每個人都值得被愛 五年前 我根本不敢打這系列的文 一打文章我又會流淚 但是我告訴我自己 我哭 他也不會care 他還是在過他的生活 我難受 這個世界每天都還是在轉動 我還是得要生活下去 我不能因為這樣就倒下來 我一定要撐下去 所以 難過時就徹底大哭一場 大吃一場 不要悶著 靜靜等待時間流逝 加油!!! -- ※ 發信站: 批踢踢實業坊(ptt.cc), 來自: 123.205.99.243 ※ 文章網址: http://www.ptt.cc/bbs/Boy-Girl/M.1400717615.A.0DD.html ※ 編輯: takki1987 (123.205.99.243), 05/22/2014 08:33:16

對於在大台北地區生活的朋友來說，悠遊卡應該是一個不可或缺的生活工具，不僅搭台北捷運時可以刷卡使用，像是我平常基隆台北之間的「客運通勤」，或是搭火車、客運到各地旅行，以及台灣很多觀光景點的台灣好行巴士，都可以使用悠遊卡直接付費。除了交通功能外，現在許多連鎖店家也提供了直接刷悠遊卡付費的功能。

如果你也是常常使用悠遊卡消費的朋友，那麼今天要推薦的這款由悠遊卡官方推出的 Android、iPhone App：「 Easy Wallet 」，就是我們用來查詢悠遊卡交易紀錄、感應悠遊卡餘額、管理悠遊卡電子發票與對獎的好工具。

針對一般的 Android 、 iPhone 手機與第一代悠遊卡，「 Easy Wallet 」最基本的功能就是讓我們登記自己的悠遊卡號，連線查詢這張卡片裡的消費紀錄，並且提供電子發票自動對獎通知。如果是使用具有 NFC 感應功能的 Android 手機，並且使用第二代晶片悠遊卡，那麼甚至可以直接感應來讀出即時的卡片餘額和最近交易明細。

根據你的不同使用條件，這款「 Easy Wallet 」 App 有不同的適用範圍：

  • 使用第一代悠遊卡與 Android、iPhone 手機，安裝一般的「 Easy Wallet 」，那麼你可以透過這款 App 查詢手上悠遊卡的「非即時」交易紀錄，也可以到超商驗證卡片後進行電子發票自動對獎。

  • 使用第一代悠遊卡與具有 NFC 功能的 Android 手機，安裝「 Easy Wallet NFC 」，可以查詢「非即時」交易紀錄、可以更簡單用手機認證卡片後進行電子發票自動對獎。

  • 使用第二代晶片悠遊卡與具有 NFC 功能的 Android 手機，安裝「 Easy Wallet NFC 」，可以直接用手機感應卡片，查詢「即時」的餘額、交易明細和電子發票。

你是上述哪一種使用條件呢？那麼請安裝相應的 App 到手機上：

無論哪一種使用方法，一開始的流程都是一樣的，在手機上安裝「 Easy Wallet 」，接著輸入你悠遊卡卡片的背面卡號，並且輸入一個自訂名稱，每個 App 允許你管理五張悠遊卡。

輸入完成後，就可以在主畫面看到目前這張卡片的餘額了。不過就像前面說的，這裡的資訊是「非即時」的，也就是它是讀取悠遊卡網站上的資料，因應網站上的更新速度，這裡顯示的可能是兩天、三天前的訊息。

但是如果你使用「 Easy Wallet NFC 」加上第二代的晶片悠遊卡，就可以直接感應卡片，讀取卡片上的即時內容。

即使是非即時的資訊，但還是可以因此看到自己的交易明細。

如果要使用悠遊卡內的電子發票功能，那麼必須要驗證這張卡片的所有權。

驗證方法一個是到超商利用多媒體機器來取得驗證碼。

另外一個是可以直接透過具有 NFC 功能的 Android 手機取得卡片的驗證碼，依據指示步驟完成操作即可。

認證卡片與手機 App 的連結後，就可以在這個「 Easy Wallet 」數位錢包內追蹤自己悠遊卡的電子發票紀錄，並且自動幫你進行電子發票對獎與通知了。

透過「 Easy Wallet 」這樣的 App，我們就可以在手機上很輕鬆地了解自己平常通勤、消費的明細，也是另外一種記帳管理方式。而且 App 本身也提供了使用悠遊卡消費的一些最新資訊，可以給悠遊卡使用者參考，很值得悠遊卡用戶安裝來試試看。

柏南基今年靠演講可賺幾百萬元

柏南基擔任美國聯邦準備理事會主席時，年薪大約20萬元。但是，他

今年3月卸任後應邀向銀行家、避險基金富豪和企業領袖發表演說，

幾個鐘頭就能賺進這麼多錢，今年光是靠演講就可望進帳幾百萬元。

投資者正面對大致由柏南基領導的聯準會的政策塑造的經濟，因此他

們很願意花大錢聽取他的真知灼見。柏南基在美國每場演講收費20萬

元，在亞洲要40萬元。

許多投資者很關切利率會漲得多快，因此摩根大通等投資證券公司，

安排頂尖客戶與柏南基等前政府要人聚餐，以期根據私下獲得的資訊

調整投資方式。

Fortress投資集團主管說，柏南基在這些餐會證實聯準會贊成降低國

內生產總值和通貨膨脹，而風聲傳到市場，使政府債券之類的固定收

益金融工具更加搶手。由於投資者擔心經濟成長不如預期，今年國庫

債券之類的較安全資產價格節節上漲。

但是，有些華爾街公司批評他要價太高，瑞銀集團和高盛即放棄邀請

他演說的機會。

一名業者說，你可以花25萬元與柏南基私下餐會，也可以免費閱讀現

任聯準會主席葉倫和其他國家中央銀行總裁的談話，並獲得大致相同

的結論。
