父母要哥哥拋棄繼承權.要如何辦理?

父母擔心哥哥可能在外有龐大債務或跟地下錢莊借錢.在千百個不願意下,為了保住他們的老本,也怕債務龐大到老本也無法還清..希望哥哥可以拋棄繼承權.
但我有查了一下,繼承權要拋棄也要有被繼承人死亡之事實發生,才會有繼承權演生出來.

若是這樣子,要怎做分割,哥哥的債務才不會牽托到父母?
