證照與替代役問題

我現在即將升上大四

身高164公分 體重50

網路上查資料是得當一般兵

但我聽說有證照的話好像當兵可以申請當替代役。

我有高中考的『廣告設計丙級』跟『圖文組版乙級』這兩種證照。

不知是否可以申請替代役？ 選上機率高嗎？

假如可申請我哪時候得去申請？　去哪申請？

（聽朋友說假如家中已經有人當過兵，選上的機會更高。我哥哥已經當過了）
