媒體報導，基隆市政府主動行文內政部，評估成立「性交易專區」可行性。有意參選基隆市長的民進黨副祕書長林右昌17日表示，基隆最需要的是發展與進步，不是性專區。

《蘋果日報》報導，基隆市府正研擬配套政策，預定把茶桌、小吃店林立的龍安街一帶，規劃為「性交易專區」，打造成類似日本新宿的歌舞伎町觀光街區。

林右昌17日表示，基隆發展落後，民生凋敝，百廢待舉，有太多急待解決的市政問題，遠比爭取成立性專區更重要的市政項目至少超過一百件以上，基隆市府怎麼會把這件事當成最重要的施政項目爭取呢？

林右昌說，基隆市府對於推動市政建設的優先項目根本沒有方向感，施政亂成一氣，毫無章法。

林右昌認為，一些與小市民生活息息相關的建設，像是把坑坑洞洞的馬路修好，儘速修復倒塌的人行陸橋，檢討因颱風斷掉的暖暖景觀涼亭，都比爭取「性專區」來得急迫重要。
