被誣告詐欺要開偵查庭了

本人長期在國外,此次回國卻因詐欺被扣押,原因為用別人名義辦電話門號.但實際上我根本不在台灣.(已經去移民屬開立證明)
8/14開偵查庭,我有幾個問題請教,
1,有沒可能請人(父親)代理我出庭?
2,有沒可能高利貸報假案騙我出面?
3因護照之前被通緝(在國外未收到也未到案導致)而被撤銷,那法院已開歸案證明,多久才可以辦護照?可以要求法官提前嗎?因為聽人說歸案15日內外交部那裡資料才取消,但我國外還有很多事要處理.
