對於TOYOTA來說，1997年正式量產Hybrid車僅能算是過渡性策略，因為終極目標在於採用不浪費一滴石油的燃料電池，所以在經過多年努力和測試下，繼2011年東京車展發表FCV-R概念車後，2013年將以更貼近量產的FCV Concept為主秀，主要是這款車預計在2015年開始販售。
