降民法利率 金管會憂地下金融

行政院金融監督管理委員會主任委員曾銘宗今天說，如果調降民法利率20%上限，將造成金融地下化，超過百萬人受影響。

民法規定，約定利率，超過週年20%者，債權人對超過部分的利息無請求權。

立法院司法及法制委員會上午初審民法部分條文修正草案，中國國民黨籍立法委員潘維剛質詢曾銘宗對修法的看法。

曾銘宗答詢表示，他不站在保護銀行立場，站在保護廣大民眾與中小企業角度而言，萬一利率降到15%、12%，有需要的人到哪借錢？要地下化嗎？這是很現實的問題。

他說，銀行少貸款業務沒太大傷害，但現在借得到錢的人超過100萬人，萬一走向地下化，影響巨大。
