德國嚴管公家IT採購合約

德國內政部發言人表示，美國國家安全局 (NSA)雇員史諾登揭露NSA進出美國網路公司無數用戶個資帳戶後，該部開始加強政府採購敏感IT合約的規則。新規則已在4月開始生效，網路公司如果必須將秘密資料交給外國情治單位，將不得爭取某些公家合約。外國的競標公司具備得標資格前，必須宣布他們有沒有將資訊交給任何第三方的法律或合約責任；得標者如果事後出現這方面的問題，德國官方得行使一種特殊解約權，而且舉證責任不在德國官方，而是業者必須自行具體舉證設並未將資訊交給第三方。
