　　本作描述在 200X 年網路快速蓬勃發展的時代，每個人都配備了名為「PET」的移動裝置，「PET」中內建了稱為網路導航（ネットナビ）的擬人化程式，能幫助人們解決生活大小事，但其中卻出現了一個邪惡組織「三個世界」（WWW）將病毒傳到網路引發犯罪事件，洛克人與夥伴們將挺身而出對抗惡勢力。
