網購送錯東西(或標示不實)賣家不肯換怎麼辦?

我在 吉兒龐克專賣店買了 下面這頂假髮

上面明明標示著60公分
但寄來時
卻是大約100公分的 直髮馬尾
也不是我一開始問得到的有捲度的那種
後來跟賣家確認過"好幾次"
最後賣家問是不是2袋的假髮
我回答"是"之後
對方承認他們寄錯後表示可以換貨

但是我寄回去
過了很久都沒消息
問賣家後卻說

你好~我們有打電話給您~您未接唷~由於寄給您的假髮是正確的商品唷~所以要寄回去給您~謝謝^^

跟他們表示我買的是60公分的 他們也確認過
對方卻不肯回應

這就算了
我寄回去假髮到現在
他說要寄回來給我的假髮現在也還沒收到...
怎麼辦???

第二個問題

賣家一開始說會退寄回去的運費的錢給我
他要是因為他認為假髮是正確的不肯退運費給我 該怎麼辦?
