【張翠蘭／綜合報導】菲律賓中部上周五遭超級強颱「海燕」重創，迄11日已4天，災區仍滿目瘡痍。小艾奎諾11日晚宣布進入國家災難狀態，藉此「將加快政府與民間單位，包括國際人道協助的救援、重建速度」，且管制商品價格，以防有人趁機抬高售價賺風災財；並派數百名部隊到災區平息搶劫。

軍方發言人昨稱，菲國41個省約970萬人受災，許多在海外工作的菲人，11日仍無法連絡上家鄉親人，心急如焚；兩名災區官員10日估，死者可能逾1萬人；若確定將是菲國史上最慘重天災。外，又有一個熱帶性低氣壓今逼近菲國中部和南部，預計帶來豪雨，將令救援工作雪上加霜。

我外交部昨宣布，包括長灘島及宿霧等地因在海燕災區範圍，對此兩地發布黃色旅遊警示燈號，提醒近期擬赴該地區的國人應提高警覺。國人在菲國倘遇急難，請撥打我駐菲代表處急難救助行動電話0917-819-4597洽助，或撥打當地國際電話冠碼：+886-800-085-095與「外交部緊急聯絡中心」聯繫。

陳姓拖板車司機前年初涉嫌酒後駕車行經中山一路，因超車不慎，造成一旁陳姓機車騎士擦撞他的車後摔死，但法官勘驗監視器等物，認為肇事原因，應是機車騎士超車不慎，擦撞前方機車後摔車所致，且司機吹氣酒測值未達公共危險標準，判司機無罪。

檢方調查，陳姓司機前年2月初酒後，駕駛拖板車行經中山一路時，沒注意到行駛車前的陳姓機車騎士而貿然超車，導致右後方車輪擦撞機車，害他摔車重創身亡。陳姓司機當時吹氣酒測值測出每公升0.21毫克，將他依公共危險及業務過失致死罪嫌起訴。

陳姓司機出庭時表示，員警檢測他的酒後生理協調平衡，只有1項沒通過，雖有喝酒，仍能安全駕駛。事發當時，他行駛在快車道上，從後照鏡只看見陳姓機車騎士前頭的王姓機車騎士。他原本就和死者行駛在不同車道，沒超車也沒撞到對方。

基隆地院法官勘驗現場監視器畫面、事故鑑定報告，認為陳姓機車騎士的確是超車不慎，先撞上前方王姓機車騎士的車牌，重心不穩自摔死亡。拖板車右後輪上的油漆、擦撞痕跡，和陳姓騎士的機車不同。因司機酒測值未達0.55，判他無罪，全案仍可上訴。

超強颱風「海燕」規模越來越龐大，並牽動南中國海域氣象，導致沙巴西海岸及山打根海域連續3天捲起5.5公尺的浪高，大馬氣象局將區域的強風大浪警報從2提高到3。

大馬氣象局今天聲明指出，由於海燕在今午3時位於沙巴西北方1478公里處，以每小時30公里的速度向西北挺進，因此位於沙巴偏北海域進行的海上及船務活動都必須停止，包括岸外的鑽油台運作。

此外，氣象局也對離岸的直轄區納閩（Rabuan）及沙勞越州部分西海岸地區發出2強風大浪警報，並警告這些區域將吹起時速50至60公里的強風，浪高可達4.5公尺。

至於馬來半島東海岸海域雖然也靠近南中國海，但受颱風影響較小，氣象局預測吉蘭丹、丁加奴、彭亨及柔佛州的東部海域將吹起時速40至50公里的西南偏南風，浪高為3.5公里，持續至明日。

人才仲介業者指出，新加坡和香港銀行業的風險控管和法律遵循主管，薪資成長速度約比紐約和倫敦銀行業類似職位的主管快一倍，反映出優秀人才短缺的現象。

Robert Half國際公司駐倫敦主管歐文（Neil Owen）指出，新加坡和香港今年銀行業風險控管和法律遵循主管，跳槽後不計紅利的薪資最多增加20%，紐約和倫敦等西方金融中心銀行業類似職位的主管則只增加10%。該公司彙編的數據顯示，現在一名資深主管在新加坡的年薪為25萬星元（20.1萬美元），低於香港的港幣180萬元（23.2萬美元）、倫敦的175,750英鎊（28.1萬美元）和紐約的323,595美元。

歐文表示，新加坡和香港銀行業風險控管和法律遵循主管薪資成長速度較快，反映經驗豐富的專業人才不足，也凸顯各國政府強化銀行資本緩衝和打擊洗錢和操縱利率等違法行為，使銀行業對這類人才的需求上升。

歐文說：「在金融危機前，大型銀行的法律遵循團隊人數不多，如今這類工作已大增。來自監管機關的要求很多，銀行業者需要滿足這些要求。」
