立法院第8屆第4會期今天開議，聚焦行政院長江宜樺能否上台報告。民進黨團揚言不讓江宜樺上台，但朝野黨團將再協商。

立法院長王金平被控涉司法關說遭中國國民黨撤銷國民黨籍，中央選舉委員會已發函到立法院，要求註銷王金平立法委員名籍。台北地方法院13日裁准王金平在確認黨員資格存在訴訟判決確定前，得繼續行使國民黨員權利；國民黨委任律師昨天提出抗告。

國民黨立法院黨團、民主進步黨團在立院開議前夕，昨天都舉行黨團會議，討論議事攻防策略、凝聚共識。

國民黨政策委員會執行長林鴻池表示，國民黨團在昨天會議定調「支持馬主席，尊重王金平院長」。民進黨團則決定不讓江宜樺上台施政報告，是黨團唯一目標，「一定誓死達成」。

由於朝野黨團未能達成共識，今天上午將繼續協商；林鴻池表示，行政院長施政報告是遵守中華民國憲法，不解民進黨為何杯葛？若製造國會亂象，人民自有公斷。

此外，外界關注王金平與江宜樺的互動，根據行政院送達立法院的書面施政報告首頁，循例稱立法院長「主席」，而行政院發言人鄭麗文表示，江宜樺到立法院施政報告，仍會依慣例稱呼王金平「王院長」，並鞠躬、致意。

王金平受訪表示，國家面臨各種國際因素及競爭，實在是很嚴肅課題，希望好好建立較和諧議事場面，也希望朝野立委能共體時艱，讓江宜樺完成施政報告，如果有什麼問題，可在質詢時充分發揮。

【大紀元2013年09月15日訊】（大紀元記者郭岳仁台北報導）立法院長王金平涉司法關說案，總統馬英九15日在臉書表示，現階段會以「訴訟照打、政務照推」為原則，來確保政府運作的順暢。

馬總統15日在臉書（Facebook）表示，立法院長關說司法個案，為大是大非、黑白分明的問題，不容迴避，必須面對，並表明絕不會改變立場。現階段會以「訴訟照打、政務照推」為原則，來確保政府運作的順暢，例如政府官員與立院的互動，以及部分具憲政意義而原有立法院長參與或主持的活動，皆依慣例舉辦，如總統府月會、國慶大會等，其他活動則視情況做調整。

王金平：給予尊重

針對總統的說法，王金平15日下午在高雄被媒體堵訪時表示，「他是總統，我們要給予最高的尊重。」另媒體追問10月10日國慶日是否出席？王金平說：「那是我主辦的，我當然要去主持。」而當被問到跟總統同台是否尷尬？他說：「不會啦！」媒體再問會跟總統握手嗎？他說，「當然要握啦！」◇

中石油在浙江舟山計劃投資42億元的乙醇項目涉嫌未批先建。《每日經濟新聞》記者近日從舟山當地政府部門獲得的信息顯示，項目至今尚未獲得發改委的正式批复，而該項目已經於今年5月16日在舟山東港舉行啟動儀式。

據了解，在2011年11月10日舉行的首屆中國海洋經濟投資洽談會上，中石油在浙江舟山投資的生物燃料乙醇項目簽約。公開報導顯示，項目由中石油和浙江華立集團合資興建，二者聯合成立浙江燃料乙醇有限公司，其中中石油占股60%，華立集團佔股40%，總投資約42億元，年產量50萬噸。

近日，《每日經濟新聞》記者在舟山東港採訪時看到，項目現場發現已立起施工警示牌。工程概況介紹顯示，項目合同開工日期為2013年6月29日，竣工日期暫定為2013年12月30日，但按照工期已經開工兩個多月的工程，進展卻異常緩慢。記者為此向中石油總部發去採訪函，但截至發稿，尚未獲得回复。

項目總投資約42億

根據《舟山日報》2012年1月12日的報導，中石油與浙江華立集團合作的生物質燃料乙醇項目，是中石油“十二五”生物質能源發展規劃項目之一，主要以木薯為原料生產燃料乙醇。

項目位於浙江省舟山市普陀區六橫島棕櫚灣，佔地約62公頃。整個項目分為兩期，一期建設年產30萬噸燃料乙醇生產裝置，公用工程及輔助工程按年產50萬噸燃料乙醇規劃；二期工程擬根據原料基地建設及浙江省乙醇汽油封閉運行情況適時建設，總投資約42億元。該項目已於2011年至2012年初完成相關區域的拆遷安置工作，水電、通訊等要素條件保障都已獲​​批，環境評估等也已獲批复，基本具備開工條件。

中石油與浙江華立集團“聯姻”以及聯合建設生物質燃料乙醇項目的報導，最早出現在《錢江晚報》2010年8月17日的報導中。報導稱，浙江省發改委已經證實，“浙江舟山生物質燃料乙醇項目已經得到國家發改委辦公廳的回函，正式同意開展前期工作。”順利的話，2010年底就將動工，一期建設30萬噸/年生產裝置，施工期預計18個月。

而到了2013年2月16日，《舟山日報》的報導稱，“生物燃料乙醇項目即將獲得國家發改委核准”；5月30日《浙江日報》報導稱，項目已於近日開工建設。

發改委至今未批复

《每日經濟新聞》記者在項目現場發現，項目東側建起了長長的圍牆，外面有各種的建築用材料。圍牆內豎立著一塊署名為“中鐵港航局集團有限公司浙江燃料乙醇項目部”的施工警示牌。工程概況介紹顯示，浙江燃料乙醇項目有限公司50萬噸/年燃料乙醇項目開山土石方工程。本標段合同工期暫定為185日曆天，合同開工日期為2013年6月29日，竣工日期暫定為2013年12月30日。

項目現場有頭戴安全帽的工作人員在進行勘察，施工告示牌西側的土地較為平坦，泥沙石土都裸露在外，沒有雜草，很明顯已經被人為平整過。牌子東面的土地則以雜草為主，牌子的南面小山丘被挖掉了一半，細碎的沙石還堆在小山旁。

記者在浙江省國土廳網站上查詢顯示，該項目已於2011年11月10日獲得建設項目用地預審的批复。2011年12月1日獲得環保部“關於浙江舟山生物燃料乙醇項目（一期工程）環境影響報告書的批复”。

舟山市普陀區水利圍墾局2011年8月15日印發的《關於浙江50萬噸/年燃料乙醇項目防洪影響評價報告的批复》中，聲明基本同意浙江燃料乙醇有限公司開挖河道的申請，但批復中特地註明，開工前要持發改委核准文件。

而記者在國家發改委、浙江發改委和舟山發改委網站上查詢，卻沒有獲得任何舟山燃料乙醇項目的信息。記者隨後向舟山六橫開發建設管理委員會求證獲悉，此項目至今未獲得發改委批复，所以工程進展非常緩慢，近乎停滯。至於為何發改委未批复的項目已經定下了開工和竣工時間，對方未正面回應。

記者從其他渠道獲得的證據顯示，舟山發改委也證實該項目尚未獲得批复。

立法院第8屆第4會期今天開議，聚焦行政院長江宜樺能否上台報告。民進黨團揚言不讓江宜樺上台，但朝野黨團將再協商。

立法院長王金平被控涉司法關說遭中國國民黨撤銷國民黨籍，中央選舉委員會已發函到立法院，要求註銷王金平立法委員名籍。台北地方法院13日裁准王金平在確認黨員資格存在訴訟判決確定前，得繼續行使國民黨員權利；國民黨委任律師昨天提出抗告。

國民黨立法院黨團、民主進步黨團在立院開議前夕，昨天都舉行黨團會議，討論議事攻防策略、凝聚共識。

國民黨政策委員會執行長林鴻池表示，國民黨團在昨天會議定調「支持馬主席，尊重王金平院長」。民進黨團則決定不讓江宜樺上台施政報告，是黨團唯一目標，「一定誓死達成」。

由於朝野黨團未能達成共識，今天上午將繼續協商；林鴻池表示，行政院長施政報告是遵守中華民國憲法，不解民進黨為何杯葛？若製造國會亂象，人民自有公斷。

此外，外界關注王金平與江宜樺的互動，根據行政院送達立法院的書面施政報告首頁，循例稱立法院長「主席」，而行政院發言人鄭麗文表示，江宜樺到立法院施政報告，仍會依慣例稱呼王金平「王院長」，並鞠躬、致意。

王金平受訪表示，國家面臨各種國際因素及競爭，實在是很嚴肅課題，希望好好建立較和諧議事場面，也希望朝野立委能共體時艱，讓江宜樺完成施政報告，如果有什麼問題，可在質詢時充分發揮。
