立法院臨時會三讀通過軍事審判法，立法院今天下午已完成程序，將修正案送到總統府，依法十天內必須公告實施。由於適逢總統出訪，立法院長王金平說，總統不在可由副總統代理，或者總統從國外打電話回來交代怎麼處理，最主要是配合司法院那邊各種處理的程序，時間上很快沒有問題。

【大紀元2013年08月12日訊】（大紀元記者徐清風綜合報導）美國司法部長霍爾德（Eric H. Holder Jr.）計劃宣佈一套改革計劃，降低目前對初級、非暴力性吸毒者的嚴厲刑罰。

據《美國之音》報導，霍爾德將在星期一的講話中提到美國在1980年代反毒品立法時期出台的一系列針對吸毒者的強制性最低刑罰。這些法律規定，攜帶一定重量毒品的吸毒者首次被抓到要被判五年徒刑，這個重量限制包括100克海洛因，500克可卡因粉末或者100公斤大麻。如果重量超出，吸毒者將被判強制性10年徒刑。

霍爾德的講話預計將提出，新計劃取而代之的是讓吸毒者受到「更符合他們個人行為」的刑罰，包括戒毒治療和社區服務等，而不是針對毒品販的刑罰。霍爾德認為，目前的系統使得太多的美國人陷入貧困和監禁的循環。

目前美國的監獄中有21萬9千多名罪犯，其中有47%是因吸毒而服刑。霍爾德說，改革方案會給美國政府節省數十億美元。

毒品問題嚴重 成社會負擔

從1985至2001年，毒品問題被美國人視為美國面臨最嚴重的十大問題之一。美國是世界上最大的毒品消費國，全世界生產的毒品有60%以上輸往美國。

數據顯示，在美國，由於處方麻醉藥價格高昂且越發難以獲得，同時海洛因供應充足，10年間，自稱過去一年使用過海洛因的人數飆升了53.5%，至62萬。隨著吸毒人口的增加，美國醫療院所承擔醫療與診治相關毒癮病患的負擔也隨之加重。

多年來美國透過執法機關打擊各種毒品犯罪，雖建立一定的成效，但美國的毒品問題卻未見明顯改善，批評人士認為嚴厲的「懲治」政策效果有限。

台灣中興大學國際政治研究所國際安全與戰略專家蔡明彥分析說，奧巴馬政府採取的反毒政策為「治療為主，懲治為輔」的路線。因為長期以來執行的「懲治」政策，不僅讓因毒品犯罪入獄的人數激增，造成監獄人滿為患，且對國家執法資源造成排擠，因此奧巴馬政府開始將反毒政策的重點從「懲治」轉為「治療」，希望透過對吸毒者提供治療來遏制美國社會對毒品的需求，進而降低毒品犯罪與暴力活動。

想請問大大一些籃球問題(如下
我現在國3
從國1接觸籃球
但沒有密集訓練 或密集練球
只跟朋友假日出來打打球
我不敢說我體育優良
但跳躍跟速度上有些天分
看這一些朋友運球切入都很強
心裡不禁想要把這個運動專精
我要進去的高職有校隊可是我沒有加入
可是我想加強體能上 運球上 切入上的強度
可是我進升學班 時間上比較不足
