陸軍依法懲處「洪下士悔過期間死亡案」違失人員

（軍聞社記者林敬傑臺北十五日電）陸軍司令部今天表示，本月十一日召開「陸軍五四二旅洪仲丘下士悔過期間死亡案」懲處建議聯審會，除已公布廿六位行政懲處及十二位涉法人員移送軍檢偵辦外，同案檢討第六軍團所屬二六九旅副旅長黃天任上校等十位失職人員懲處。

　陸軍司令部指出，該案行政懲處人員計有二六九旅副旅長黃天任上校、醫政官蔡佩芹上尉、衛生連長夏自強上尉各申誡兩次；第六軍團韓正宏士官長申誡乙次、憲兵官陳英彬少校記過兩次、二六九旅科長許恭綸中校及作訓官蔡維浩中尉各記過乙次；蘭指部班長陳毅勳中士記過乙次及移送偵辦、五四二旅旅部連副連長劉延俊中尉、輔導長吳翼竹上尉各記大過乙次並調離現職。

　陸軍司令部進一步表示，北部地方軍事檢察署軍事檢察官已查扣該案證物，會同家屬勘驗並偵訊相關人員，務期儘速還原事實真相。

每次回員林一定要去員林大戲院捧各場上禮拜六晚上選了白宮末日來看題材跟之前的全面攻佔很像不過我覺得白宮末日比較好看一點全面攻佔一開始真的太扯了@@ 這部真的有一點Die Hard的味道不過還是比不上老布的魅力 orz... 因為租房子搬家時怕有些信件會漏掉,所以想在郵局租一個信箱來用,有幾個問題想請教:
1.用我的名字去租的信箱,是否只能收我的信件?我的室友的信件也能收嗎?
2.若向銀行更改地址,留下的新地址是郵局的信箱,銀行接受嗎?
3.台中逢甲附近的郵局信箱好租嗎?多久續約一次?

《MINEWEB》7月15日報導，法儲銀經濟研究（Natixis Economic Research）的報告指出，黃金市場的供應增加將導致金價的下跌，因2012年的黃金淨投資需求達到約1,300公噸，而今年可能轉為淨供應最多達400公噸的影響，這主要是因為黃金ETP（交易所交易產品）的流出所致。報告稱，雖然金價的下跌帶動了金飾需求的增加，而新興國家央行也持續增加其黃金儲備，但這些仍不足以彌補黃金淨投資需求的大幅減少。

報告指出，鑑於金飾以及央行的需求不足以抵銷淨投資需求的下滑，金價必須下跌至足以令金礦商減產的價位才能夠獲得支撐。根據法儲銀的預估，金飾需求增加以及舊金供應減少可以吸收約750公噸來自投資需求的減幅，但金市仍將最多有830公噸的供給過剩，如果要令金礦有相應的減產幅度，則金價最低需跌至每盎司800美元價位。報告因此預估，如果來自投資人的賣壓持續，則金價有可能下跌至900-1,000美元區間。

報告表示，如果黃金投資需求可以回到佔整體金市需求6%-9%的長期正常水平，金價也將會回穩，該行預期合理的中期黃金價格區間將是在1,150-1,250美元之間。該行預計今年第四季的平均金價為1,180美元，2013全年的平均金價為1,370美元，2014年的平均金價預估則為1,200美元。該行預期銀價將主要追隨金價走勢，年內銀價可能跌至每盎司17.75美元，全年均價預估為22.25美元，2014年平均銀價則預估為16.75美元。

法儲銀對鉑金與鈀金的價格預估仍較為偏多，預期今明兩年的鉑金均價將分別為每盎司1,500美元與1,610美元，鈀金均價分別為725美元與760美元。

今年第七號蘇力中颱過境，7月14日一早引致強降雨，造成高雄地區多處積水情事，高雄市長陳菊今（15）日上午指示劉副市長世芳率領吳宏謀秘書長等市府團隊及中央與地方民意代表，共同前往寶業里滯洪池實地瞭解昨日滯洪池操作情形。

水利局表示，昨日上午的強降雨，依據中央氣象局8點至9點各10分鐘降雨紀錄顯示，均已超過20年降雨頻率，由於原高雄市下水道設計採5年降雨頻率及原高雄縣採3年降雨頻率設計之雨水下水道無法負荷，致該強降雨短暫於路面造成積水現象。而當日滯洪池之操作，在抽水站人員依據標準作業程序及觀測降雨情況，早已於義華路水位達EL9.22m時（標準作業程序需達9.29m）開啟閘門啟動滯洪蓄水，以因應此種強降雨型態之暴雨，滯洪池並於10點40分左右進行退水騰出滯洪空間，以因應下一場暴雨。

水利局李局長賢義說，過去義華路以北澄清路上經常因百甲圳溢淹而造成本揚里內積淹水，本次強降雨百甲圳並未溢淹，其路面積水係因道路側溝收集系統無法負荷此次暴雨，短時間無法宣洩所致。經水利局今（15）日早上前往昔日澄清路較為低窪易淹水路段訪查路面積水情況，受訪民眾均表示路面積水大約10~15cm左右，並未漫淹民宅，且上午9點雨勢變小後，路面積水現象已逐漸消退。

立委李昆澤表示，三民區寶業里滯洪池完成後，與本和里滯洪池、金獅湖形成三民東區防洪鐵三角，在本次強降雨下，確實發揮將災害減至最低功能，惟針對高速公路兩旁連結市區排水系統，昨日亦有些許積水問題部分，將於一週內邀集中央與地方相關機關會勘。此外，為提升防洪效能，市府團隊在愛河集水區內如榮總週邊農業區也正積極推動相關排水整治計畫中。

吳秘書長宏謀說，寶業滯洪池為第一次面臨強降雨下操作運轉，將來應藉由歷次操作經驗，讓啟動滯洪之時機更具彈性。此外，寶業里滯洪池下游之「十全路果菜市場」周邊正規劃興建滯洪池，未來完成後，更可提升寶業里滯洪池周邊防洪效能。

最後，劉副市長世芳指示，颱風過後，針對於地方反映積水情況，水利局、環保局及區公所等相關機關務必會勘釐清，對於縣市合併後之排水問題應以整體水系予以考量，地方反映增設滯洪池之建議則請水利局整體規劃。此外，寶業滯洪池操作機制應可更彈性，這部分水利局可依據歷次降雨事件經驗，適度調整標準作業程序，以符民期。

【陳建緯／台北報導】台北市1名女警吳雅莉，日前在巡邏時突然1名男子神情緊張將他攔下，表示住在北投的朋友傳簡訊給他「不想活」。吳警擔心將案件轉報會耽誤救人契機，立即大鳴警笛騎車趕往女子租屋處。

一進屋內濃濃的燒炭味衝鼻而來，自殺女子奄奄一息躺在床上，吳警立刻將屋內窗戶打開再拿水澆熄炭爐，並請一旁的護校女同學進行CPR，所幸該女子在救護人員緊急送醫後救回寶貴性命，警員吳雅莉的熱心積極的反應讓報案民眾稱讚「有警察真好！」
