不到10坪大的空間，地板、牆壁全都鋪上厚厚的墊子，因為這是一間禁閉室，擔心收容的學員發生意外，連天花板燈座都用鐵網覆蓋，身上更是不能有任何堅硬物品。

TVBS記者何宜信：「像這樣一格要睡上2個人，整間禁閉室最多睡上6人，裡頭沒有電風扇也沒有冷氣，靠的只有小小的窗戶通風。」

要離開禁閉室還得通過2個小房間，這是戒護幹部的辦公室，一有狀況，拉開這扇鐵窗就能立刻掌握。

TVBS記者何宜信：「這是禁閉室的終極手段獨居房，打開這個門相當的重，裡頭的空間不到1坪，被關在裡頭，得好幾天在這裡吃喝拉撒。」

解說志工張峰林：「壓迫他自己感覺到一個人在這裡，求救都無援的狀況下，他在裡面待不長呀！」

另外還有勒戒室，專門收容有毒品前科或是暴力傾向的學員，這些設施全都在高雄鳳山的海軍明德班，早期軍方將高屏地區各軍中的頑劣份子，送來這邊統一管理，順便進行思想改造。

前明德班幹部：「前滾翻滾進，然後過來爬低拌網，(很多人)是前滾翻滾到吐啦！」

比起禁閉室，明德班的訓練更加嚴酷，這座海軍明德班，最早是日本人對情報人員嚴刑逼供的場所，國軍接收後設置明德班，用來管理頑劣份子，雖然已經裁撤，不過隨著軍中不當管教的話題，再度被人提起。
