「雨像用倒的」，中度颱風蘇力威力強，經過一夜肆虐各地災情頻傳，台北市區更是一片狼藉，路樹倒榻，甚至連路燈都被連根拔起，雖然現在北部風雨逐漸緩和，但下午輪到中南部準備「接雨」。

氣象局表示，蘇利颱風中心早午８時由新竹出海，受到西南氣流影響，午後中南部須嚴防豪大雨，各區總雨量也上修幅度，新竹縣、苗栗縣山區預估雨量也由原本的600毫米上修至1300毫米；台中市山區也由原本500毫米上修至1200毫米。

至13日上午9時出現較大累積雨量地區分別是新竹縣白蘭902毫米、苗栗縣鳳美814毫米、臺中市稍來788毫米、嘉義縣阿里山606毫米、南投縣望鄉485毫米、高雄市溪南402毫米、新北市四堵377毫米、宜蘭縣大礁溪364毫米、雲林縣草嶺314毫米、彰化縣芬園281毫米、桃園縣復興255毫米、臺南市關山225毫米。

各地出現較大陣風區域分為為彭佳嶼17級、基隆15級、蘭嶼14級、宜蘭、蘇澳13級，臺北、成功12級。
