【蔡進男／基隆報導】天兔颱風來勢洶洶，雖然今天上午，基隆地區還感受不到颱風威力，但八斗子漁港、深澳漁港等，已擠滿進港避風船隻，漁民說，外面風浪很大，不得不提前返港，綁牢纜繩，作好萬全的防颱準備。
