勞委會：有雇傭關係 就應投保

高等教育產業工會到勞委會檢舉，指不少大學違法未幫兼職研究助理投保勞保。勞委會官員回應，只要契約有雇傭關係，就應投保勞健保，勞委會將協助具名檢舉人進行實質認定，若學校確有違法，可開罰應繳保費的4倍罰鍰。

大學兼職助理到底該不該投保勞保，長年來爭議不休，勞委會說，早在2003年就發過解釋令，勞保是以雇傭關係為前提。據了解，部分學校是以助學金方式，避開雇傭關係。

勞委會勞保處長石發基說，會協助檢舉人進行個案實質認定。
