英國政府在全球金融危機爆發時採取緊縮的決定，到底正不正確？

經濟學家肯尼斯·羅格夫（Kenneth Rogoff）最近一篇引起熱議的評論，給了肯定的回答。羅格夫指出，儘管從事後看來政府應該借得更多，但當時英國確實存在步上希臘後塵的風險。因此，照此看，財政大臣奧斯本（George Osborne）堪稱全球金融的英雄。

為了證明當時存在資本外逃的風險，羅格夫用了歷史案例來證明，英國信用表現遠遠稱不上可信。他指出，1932年英國對其欠美國的第一次大戰債務違了約，在二戰後積累大量債務，以及英國「在20世紀50年代中期～70年代中期，數次依賴IMF的援助」。

羅格夫的分析並沒有提到這些所謂的「過錯」發生的背景。1932年，對美國一戰貸款違約，一直是英國債務史上最大的污點，但了解其中的背景是十分重要的。在大戰結束後的世界新形勢中，戰敗國欠戰勝國大量債務，戰勝國的協約國彼此之間也欠著大量債務（美國是唯一的淨債權國）。凱因斯正確地預測，所有這些債務最終將會違約。

英國是唯一一個試圖還債的國家。儘管欠英國債務的國家沒有還錢，英國仍舊還了美國十年的錢，直到深陷大蕭條才停止債務償付。

羅格夫對二戰後債務積累的討論也沒有切中正題。他聲稱「如果英國不用規則和監管將債務的名目利率維持在通膨水平之下，其債務／GDP比，將在1945～1955年間上升而不是大幅下降」，這完全沒有擊中要害。事實是英國確實設法採取了一系列政策（包括鼓勵經濟成長的政策）降低債務水平。

標題[討論] 輕薄筆電, 可以跑PS5, LR4, 照片RAW檔

想請問一下大家的意見, 我現在手邊有SONY Z, i7, 8gb ram, 512gb ssd, 13.3吋 1600x900 但是移動上面就是重了點, 螢幕也有點小缺陷, 所以我都比較喜歡接外接螢幕來跑程式, 現在想要買台輕薄的筆電, 可以讓我跑ps5(頂多就六七張疊圖吧), LR, 剩下的就是基本的瀏覽功能而已, 我本來在看MBA 2013, 8GB RAM, i5, 因為續航力真的很夠, 後來又看MBP retina 13吋, 可以自己多放顆硬碟, 然後自己把ram加到16gb, 必須說600個raw檔在LR展開還是很順,比我現在的SONY Z還要順很多, 但是我光想到PS, LR都要買, 再加上WINDOWS系統的隨身硬碟沒辦法從MBP收到檔案, 我又開始看sony vaio pro, i7 4th, 8gb ram, 256ssd, 13.3吋 FHD, 他比上述兩者都還要更輕, 但是爬文看到有WIFI災情@@, 不知道大家會怎麼推薦, 我一整個好困惑阿. 謝謝大家的幫忙 -- ※ 發信站: 批踢踢實業坊(ptt.cc) ◆ From: 146.74.94.92

有點迷上痛車(機車),(貼大張動漫圖上去)

但是在想,在台灣是否會被警察杯杯開單或被罰之類的呢?

自己的車是沒改任何東西,都是原廠, 但是就想痛來當興趣玩,

也不是特別癖好,就因為興趣~

所以想瞭解,若真的可以用動漫上去,是否限制什麼才不會被罰被攔呢?

據身旁人說,別貼到整個車身都蓋住原廠顏色就OK了(包括
重要燈泡..後視鏡...牌子..等),是真的嗎?

若是真的,且可以痛個地方 會留原廠些車身顏色,不知道行不行呀?
畢竟如果被亂攔甚至到局裡泡茶心情也不是多好吧。

小弟想痛的部位 差不多整個車身的二分之一( 前面板..左邊或右邊
其中一邊都是圖,另一邊都沒動照原廠 )。

想請問有沒有經驗者的分享 或 瞭解現在痛車在路上的狀況嘛~謝謝!

菲律賓外長周四（10月24日）表示，期待聯合國仲裁法庭盡早對由其提交與中國的南海主權爭議案做出裁決。

這是菲律賓官方首次公開表態，希望盡快得到結果。

菲律賓外長羅薩里奧說，菲在窮盡所有解決爭議的政治與外交手段後，今年提請聯合國仲裁。

同時他說，中國對南海的主權要求是「擴張性的和過份的」。

各執一詞

羅薩里奧對一些外交官以及大型國營和私營企業公司的高層管理人員表示， 「我們的首席法律顧問認為，在中國不參與的情況下，裁決會更快，有可能2014年之前就宣佈。」 「這是一個積極的進展。」

德爾羅薩里奧此前告訴路透社，根據以前的案例，仲裁案件需要3至4年才能得到結果。他堅持說，仲裁法庭的裁定「將對有關各方都具有法律約束力，而且將是不可上訴的」。

但法律專家們認為，任何結果都不可能落實，不過它將帶有道德和政治影響。

而中國說不會參加菲律賓提交的聯合國仲裁，並稱此舉是馬尼拉企圖將其對南海島嶼的佔領合法化。
