聯合國環境規劃署及各國代表在日本熊本市召開「水俁公約」外交會議，今天會議結束，通過35條公約條文及5個附件，從開採、使用、出口與進口等多方面限制，來達成減少全球汞排放，保護人類健康和環境。

環保署今天表示，為展現我國積極保護地球環境的意願與作法，仍同步履行國際環保公約的規定。

在公約條文中，含汞產品、使用汞或汞化合物的生產製程、手工和小規模採金業、汞及其化合物的大氣排放點源、汞廢棄物及污染場址等，都列為管制重點。目前已超過50國簽署公約，可望於90天後正式生效，預計3年內 (2016年前)即可召開聯合國第一屆水俁公約締約大會。

【張博亭／台北報導】「花了幾萬元換了好多副眼鏡，為什麼還看不清楚？」，小心這可能是白內障造成視力的急遽惡化，開業眼科醫師王孟祺日前收治一位40多歲的男性公務員，到院時驗光竟然近視超過3千度，幾乎快要失明，檢查發現，原來是因高度近視合併引起白內障，造成眼睛的度數快速惡化，經人工水晶體置換後，患者已重見光明。

王孟祺指出，白內障是導致失明的第一大眼病，60歲以上有80%的人會受困擾，雖白內障好發於55歲的老年人，但現也有年輕化趨勢，主要是使用電子產品或從小看書未維持適當距離，導致年輕時就高度近視，更可能提早出現白內障。王孟祺指出，若易視覺疲勞、常流淚，且近距離閱讀困難、怕光，甚至視力模糊，都應盡速就醫，透過即時3D電腦斷層掃描影像，透過精準的飛秒無刀雷射，可取代原本的人工刀械手術操作。

　　南韓財長周四(10日)說，該國能應付短暫的美國債務僵局，並對日本能自安倍經濟學所獲得的任何提振表示歡迎，但令日元走弱的政策除外。

南韓企劃財政部(Ministry of Strategy and Finance)部長玄旿錫(Hyun Oh Seok)亦指出，如果這意味著轉向至消費者主導的成長且擺脫高投資的話，中國的成長趨緩將不會為出口業者創造泡沫。

玄旿錫是在華盛頓參加20國集團(G20)與國際貨幣基金組織(IMF)會議時做出上述發言，而在會議召開期間，美國剛好在上演16.7兆美元債限上調的嚴重政治鬥爭戲碼。

他在接受《路透社》(Reuters)專訪時表示：「若它是個短期現象的話，我預期不會對南韓經濟影響很大。」

他並補充道：「重要的是看它將持續多久以及拖延的範圍。」

玄旿錫亦給安倍經濟學謹慎的背書，稱：「安倍經濟學有可取之處，因其能正面影響日本經濟的成長且為全球經濟成長帶來貢獻」。

但他附和日本其他的貿易夥伴立場，而20國集團上(9)月也在俄羅斯發出聲明警告，令貨幣走弱的政策將使出口更具競爭力。日元走弱將傷害相互競爭的南韓出口。

玄旿錫亦表示，「目前還不清楚外匯議題是否為安倍經濟學的一部分或是其結果」，但若東京方面是以日元為目標的話，就「都不可取」。

當被問及在連年雙位數成長後，中國今(2013)年成長將放緩至約7%水準的問題時，他回答道，對南韓來說，重要的是成長品質以及可持續性。

玄旿錫並說道：「成長核心已從增加投資轉變至增加消費，因此其正在對全球經濟穩定做出貢獻。」

他認為：「中國政策的如此改變增加了中國成長的可持續性，並從而對區域經濟跟全球經濟穩定做出貢獻。」

他最後表示：「北京方面轉向至消費者主導成長的決心將幫助南韓增加其出口至中國的範圍。」

超商食品貼心標註熱量，可說是減肥時的好朋友。然而，其中危機四伏，充斥各類天花亂墜的廣告，你識破這些陷阱了嗎？

一、油切茶 

真的只要「切、切、切、切」，就可以把多餘的肥油切掉嗎？

真相：

油切茶的功效和一般茶沒有太大不同，頂多能讓油脂暫時不易堆積，絕對不可能就此消失。至於會想便便或是放屁，是因為加了促進腸胃蠕動的成分，油脂並不會隨之排出喔！

建議：

在業者炒作和明星加持下，這類飲品多半要價不斐，為了健康和荷包著想，還是多喝水比較實在。

二、關東煮（每項 7～129 kcal）

不僅熱量低、省時方便又便宜，讚啦！

真相：

熱量雖低，但鈉含量十分驚人。大碗原味高湯400毫升，鈉含量高達732毫克！其他像是XX燒、XX丸、XX捲、XX球等，隨便一小顆都超過300毫克。更別說一旁1包才36g的科學麵，鈉含量直逼500毫克。（衛生署建議每日鈉攝取量為2400毫克）

建議：

盡可能選擇杏鮑菇、蘿蔔、玉米筍、竹筍等鈉少熱量低的天然食材，並以冬粉代替科學麵，倘若真的很想吃顆明太子起士球的話，就別再大量喝湯囉！

台灣的教育有許多問題，包括功利主義、榜單情節過重，一切學習皆以考試升學為重。大部分學生的自我探索，也只限縮在家長、老師所認同的安全範圍內，以至於人人只能在該範圍內，找一個「自己」。

如果你現在正準備拼命擠進名校、大企業、公家單位，卻不知道自己的熱情在哪，這篇文章或許可以給你一些啓發。

在 2006 年，我還是個小六學生時，新聞上最熱門的話題就是高爾的紀錄片「不願面對的真相（An Inconvenient Truth）」，但學校內卻幾乎沒有提到這項重大的氣候危機，而是繼續按表操課，教我們歷史、數學、英語、科學與宗教，沒有一堂課提到過再生能源或是氣候危機。

我納悶：「大家在談的氣候問題到底是什麼樣的問題？為什麼有人要特別為此做一支紀錄片？假如這是個這麼嚴重的問題，為什麼沒有人要想辦法解決這個問題？」由於沒有任何老師帶領我們討論這個議題，我只好自己去研究。

我發現氣候危機其實很簡單

有限的石化燃料 = 用光之前所剩的時間 + 沒有完美的替代方案 = 掰掰囉石油能源和我們過去所習慣的生活方式

為了瞭解何謂「能源危機」，我又去讀了許多關於石化燃料與非再生能源的資料。我開始對太陽能與太陽光電感到著迷，但學校並不鼓勵我這個興趣，也沒有任何課程協助學生進行個別學習與研究。

我只能自主學習，讓學習變得「有機」
在這之前，我始終沒有對任何事物特別感到興趣。一直以來，我都接受著線狀的教育，在同一個地方跟同一群人學習一樣的東西。然而，當我開始下定決心追求自己的興趣時，我覺得我頓時成為了截然不同的一個人。我靠自己進行觀察與實驗，讓我的學習變得有機。

在當時，我除了自主學習以外，沒有其他的選擇。我認為縱使大部分的學校不會教學生砷化鎵電池和晶矽太陽能電池的差異，但假如有學生想要知道，學校就應該要教。

線狀教學 vs. 有機教學
傳統的教育方式不外乎如此：假如你想成功，就要跟大家一起循序通過一些制訂好的課程；假如你有好好照著讀，你就能從此過著幸福快樂的日子。有機的教學方式則鼓勵不同的興趣與個體差異，就如同人類社會仰賴多樣的人才與專長來維持一樣。

氣候危機與教育危機的關聯：資源短缺
氣候危機源自於天然資源短缺，教育危機則是人類資源短缺。許多人一生都不曾在自己的工作中發現樂趣，每天都巴不得週末快點到來。這些人缺乏動力、目標與熱情的人，因為他們都不曾發掘出自己真正熱衷的事物。

相反地，有些人非常投入在自己的工作中停都停不下來，因為那就是他們喜歡做的事。對他們而言，工作時就是在做他們自己。我認為應該要有更多的人在年輕時就明確知道自己感興趣的事物是什麼，而不是到了四、五十歲才發現自己的興趣，人生早就浪費掉了一大半。
