卡債.法院的支付命令.保險理賠金

請問各位大大以下幾個問題;
因為本人有欠國家稅金及欠三家銀行卡債都有收到法院的法院的支付命令

1:最近因生病住院.因本身有保險要申請理賠時.卻收到保險理賠人員說,因為他們有收到 法院的支付命令.所以理賠金無法理賠給我,需交給法院處理,保險公司這種作法是對的嗎?

2:如果他們的作法是被允許的.請問法院會如何處理這筆錢會如何,列如是國家及三家銀行依起平分還是.......呢?

3:我要如何知道我各欠銀行及國家多少錢呢?(因為我的好幾個銀行帳號分別被幾個單位扣押了)
